Energy procurement is a strategically important category for public authorities worldwide, covering the supply of electricity, natural gas, heating fuels, petroleum products, and increasingly renewable energy sources. Under CPV division 09, this category includes electricity supply contracts, natural gas delivery, diesel and petrol for vehicle fleets, heating oil, solid fuels, and emerging categories such as green hydrogen and biogas.
The energy transition under the Green Deal and REPowerEU plan has fundamentally reshaped public energy procurement. Framework agreements are the dominant procurement vehicle for energy supply, typically spanning one to four years with options for extension.
