Recommendations6
Aggressively Price the Bid
CriticalHigh effort

As the bid price is the sole evaluation criterion, focus all efforts on developing the lowest possible competitive bid. This involves detailed cost analysis, optimizing labor and material costs, and potentially accepting a reduced profit margin.

Directly impacts win probability by maximizing score.
Ensure Flawless Hankepass Completion
CriticalMed effort

The Hankepass is the primary tool for confirming compliance. Ensure all sections are accurately and completely filled out electronically, paying close attention to mandatory exclusion grounds and eligibility requirements.

Prevents disqualification.
Thoroughly Review Project Documentation
HighMed effort

Deeply understand the technical specifications (Lisa 5), project documentation (Lisa 2), and contract draft (Lisa 1) to identify any potential cost drivers or risks that can be mitigated through efficient planning and execution.

Reduces risk of cost overruns and improves bid accuracy.
Optimize Subcontractor Strategy
HighMed effort

If subcontractors are used, ensure their costs are competitive and that they meet all technical and compliance requirements. Their pricing will directly impact your overall bid.

Contributes to achieving the lowest bid price.
Highlight Operational Efficiency
MediumLow effort

While not a scoring criterion, subtly communicate your company's track record of efficient project delivery and cost control in your bid narrative or supporting documents, if space allows, to reinforce the credibility of your low price.

Builds confidence in the bidder's ability to deliver at the proposed price.
Understand the 'Earlier Bid Wins' Clause
MediumLow effort

Be aware that in case of equal bids, the earlier submission wins. Plan your submission timeline accordingly to avoid being disadvantaged if your price is identical to a competitor's.

Crucial for tie-breaking scenarios.
Competitive Positioning
Position yourself as the most cost-effective provider by demonstrating a clear understanding of the project's requirements and a lean operational model that allows for aggressive pricing. Emphasize your ability to deliver the required reconstruction works at the lowest possible cost without compromising essential quality standards.

Tender Quality Score

This tender for street reconstruction in Rakvere exhibits good clarity and fairness, with well-defined requirements and a clear evaluation process. However, it lacks explicit sustainability considerations and could improve practicality in document accessibility.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including the provision of a CPV code and a reasonable submission deadline. The procedure (A) and type (E) are indicated. No immediate regulatory compliance issues are flagged, and the duration of tender validity (3 months) is specified.

Clarity80/100

The description of the works is clear, referring to specific project documentation, technical specifications, and contract drafts. Evaluation criteria are mentioned ('relative_weighting'), and conditions for bid submission are outlined. Staff qualification is also clearly required.

Completeness70/100

Most basic information is present, including estimated value, duration type, and contract start date. However, some key documents are referred to by number (e.g., 'lisa 2') without direct URLs or immediate accessibility within the provided tender summary, impacting the completeness of readily available information.

Fairness85/100

The tender generally promotes fairness by disclosing the estimated value and using objective criteria (lowest price). The use of e-procurement and electronic submission enhances accessibility. The criterion for tie-breaking (earlier submission time) is objective. There are no apparent requirements tailored to specific companies.

Practicality65/100

Electronic submission and e-procurement are positive aspects. The contract start date is clear. However, the accessibility of crucial documents like project documentation ('lisa 2') is described as a link rather than directly embedded or easily downloadable from the main tender notice, which could hinder practical preparation for some bidders. Financing information is not explicitly detailed.

•Lack of direct URLs for all essential documents (e.g., Project documentation)
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are consistently populated. No suspension or disputes are indicated, and the provided dates (reveal, submission, opening, contract start) are logical and sequential.

Sustainability30/100

The tender explicitly aims to use funds 'sustainably and rationally' ('säästlikult ja ratsionaalselt'), but there are no specific mentions of green procurement criteria, social aspects, innovation, or EU funding, which significantly lowers the score in this category.

•No specific green procurement criteria
•No social or innovation aspects mentioned

Strengths

Clear and objective evaluation criteria (lowest price)
Use of e-procurement and electronic submission
Well-defined technical requirements referencing project documentation
Good data consistency and logical timelines

Concerns

Lack of explicit sustainability criteria (green, social, innovation)
Potential for reduced practicality due to document accessibility (e.g., linked project documentation)
Absence of explicit financing details

Recommendations

1. Incorporate specific green procurement, social, or innovation criteria to enhance sustainability.
2. Provide direct download links for all essential project and technical documentation within the tender notice for improved practicality.
