Original Tender Description

Preparation of the detailed plan (DP047560) for Tallinn Song Festival Grounds and surrounding area (hereinafter DP). The aim of the DP is to plan the Tallinn Song Festival Grounds complex (on the Narva mnt 95 property) and the surrounding area based on the winning entry "Kiigele" of the spatial vision ideation competition for the Tallinn Song Festival Grounds held in 2022 and its subsequent additions. The detailed plan provides for opportunities to renew the Tallinn Song Festival Grounds, including improving functionality through a new road network and buildings, which will enable the organization and continuation of song festivals at this location. The aim is also to make the Tallinn Song Festival Grounds an even higher quality urban space and a more attractive leisure destination, which requires better and more direct connection of the Tallinn Song Festival Grounds to the region's network of recreational areas. The size of the planned land area is 35.86 ha.

Tender Quality Score

This tender for the detailed spatial plan of the Tallinn Song Festival Grounds is generally well-structured, with clear objectives and requirements. However, it lacks specific sustainability considerations and could improve in terms of document accessibility for e-submission.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including a clear CPV code and a reasonable submission deadline. The procedure is identified as 'A' (likely open procedure), and there are no immediate red flags regarding disputes or regulatory non-compliance. The duration and validity periods are specified.

Clarity80/100

The description of the project is clear, outlining the objective to prepare a detailed spatial plan based on a previous competition. Requirements for team members' CVs and technical capabilities are documented. Evaluation criteria are mentioned as 'relative_weighting', which is a standard approach.

Completeness70/100

Most basic information is present, including estimated value, duration, and deadlines. Key documents like technical specifications, contract draft, and price offer table are available. However, the 'Hankepass' in international format is an XML file not directly analyzable by AI, and the absence of a specific document for 'green procurement' or social aspects might indicate a lack of detailed completeness in those areas.

Fairness85/100

The tender is open for electronic submission and e-procurement, promoting fairness. The estimated value is disclosed. While the exclusion of subcontractors associated with the Russian Federation is a specific requirement, it is a common geopolitical consideration and not tailored to a specific company. Objective criteria for evaluation are implied through the price-based scoring.

Practicality65/100

The tender supports electronic submission and e-procurement. However, the availability of all necessary documents for a seamless e-submission process is not fully confirmed without direct access to the platform. The contract start date is not explicitly stated, and financing information is not detailed beyond the estimated value.

Contract start date not explicitly stated.
Financing information beyond estimated value is not detailed.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. There are no indications of suspension or disputes. The dates provided (Reveal, Submission, Opening) are logically sequenced.

Sustainability50/100

The tender does not explicitly mention any green procurement criteria, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a moderate score in this category.

No explicit mention of green procurement.
No explicit mention of social aspects.

Strengths

Clear project description and objectives.
Electronic submission and e-procurement enabled.
Disclosure of estimated value and key dates.
Well-defined technical and eligibility requirements.

Concerns

Lack of explicit sustainability criteria (green, social, innovation).
Limited detail on financing beyond estimated value.
Contract start date not explicitly stated.

Recommendations

1. Incorporate specific sustainability criteria into the evaluation or technical requirements.
2. Provide more detailed information on contract start date and financing mechanisms.
3. Ensure all necessary documents are easily accessible and downloadable for seamless e-submission.
