Aggressively Price for Lowest Bid
CriticalHigh effort

Given that the evaluation is solely based on price, the primary focus must be on submitting the lowest possible bid that is still profitable. Conduct a granular cost analysis to identify all direct and indirect costs associated with the service.

Directly determines the winning bid.
Master the ESPD Submission
CriticalMed effort

The European Single Procurement Document (ESPD) is a mandatory electronic submission. Ensure accurate and complete completion, referencing DOCUMENT 2 for guidance. Any errors or omissions can lead to disqualification.

Avoids mandatory exclusion.
Confirm Technical Capability and Contract Adherence
HighMed effort

Clearly demonstrate the ability to perform the granulation service to the specified technical standards and agree to the draft contract terms. While not directly evaluated, failure here leads to disqualification.

Ensures technical compliance and legal agreement.
Strict Adherence to Submission Deadline
HighLow effort

The submission deadline is absolute. Plan for submission well in advance to account for any technical issues with the electronic portal.

Prevents disqualification due to late submission.
Highlight Operational Efficiency
MediumLow effort

Although not an evaluation criterion, subtly emphasize in the bid narrative (if space allows within the ESPD or accompanying documents) any efficiencies in your granulation process that contribute to your low price. This reinforces the value proposition.

Subtle reinforcement of bid competitiveness.
Competitive Positioning
Position as the most cost-effective provider without compromising on the essential technical requirements. Emphasize streamlined operations and a lean cost structure that allows for aggressive pricing.

Tender Quality Score

This tender for birch seed granulation services is generally well-structured and provides most necessary information, but suffers from an inconsistency in evaluation criteria. While strong in clarity and completeness, it lacks explicit sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to standard procurement practices, utilizing ESPD and electronic submission. The 9-day submission period is acceptable for a simplified procedure. However, the contradiction between 'relative_weighting' and 'lowest price' for evaluation criteria is a procedural inconsistency that could be legally challenged if not clarified.

•Contradiction in evaluation criteria description ('relative_weighting' vs. 'lowest price').
Clarity80/100

The service description, requirements, and logistics are clearly articulated. The provision of an ESPD guide, draft contract, and specific evaluation criteria document enhances clarity. The primary detractor is the conflicting statement regarding evaluation criteria.

•Inconsistency regarding evaluation criteria ('relative_weighting' vs. 'lowest price').
Completeness90/100

All fundamental information, including title, reference, organization, financial details, and key dates, is present. Essential documents are provided, and the service scope is well-defined. The specific pick-up and delivery locations compensate for the general NUTS code.

Fairness85/100

The tender promotes fairness through full document access, disclosed value, e-procurement, and seemingly generic requirements. The 'lowest price' evaluation criterion is objective. The initial ambiguity in evaluation criteria could slightly impact perceived fairness, but the specific document clarifies it.

•Initial ambiguity in evaluation criteria could lead to misinterpretation.
Practicality80/100

Electronic submission is supported, and key dates like contract start are provided. The estimated value and the nature of the service make it practical. A more explicit contract duration in the basic information would improve this score slightly.

•Contract duration not explicitly stated in basic information (though implied by 'in 2026').
Data Consistency70/100

Most data points are consistent. The significant inconsistency lies in the conflicting descriptions of the evaluation criteria ('relative_weighting' vs. 'lowest price'), which is a notable flaw.

•Conflicting descriptions of evaluation criteria ('relative_weighting' vs. 'lowest price').
Sustainability20/100

The tender lacks any explicit mention of green procurement, social considerations, or innovation focus, which is a common characteristic for smaller, straightforward service procurements but indicates a missed opportunity for broader impact.

•No explicit green procurement criteria.
•No social criteria.

Strengths

Clear and detailed service description, including logistics.
Comprehensive set of tender documents provided.
Full transparency on estimated value and e-procurement enabled.
Use of standard tools like ESPD for eligibility.

Concerns

Contradiction in evaluation criteria (general 'relative_weighting' vs. specific 'lowest price').
Lack of explicit sustainability, social, or innovation considerations.
Contract duration not explicitly stated in basic information.
'Täpne piirkond määramata' in location info, despite specific addresses in description.

Recommendations

1. Clarify and harmonize the evaluation criteria to explicitly state 'lowest price' across all relevant sections.
2. Consider incorporating basic sustainability or social clauses, even for smaller tenders, to align with modern procurement best practices.
3. Explicitly state the contract duration (e.g., 'for the year 2026' or specific end date) in the basic tender information.
