Estimated Win ProbabilityModerate Fit

This tender requires the preparation of a detailed plan and strategic environmental assessment for a wind energy development area. Success hinges on demonstrating technical expertise in planning and environmental assessment, coupled with a clear understanding of local context and regulatory requirements. While evaluation criteria are unspecified, a strong focus on quality and a well-articulated methodology will be crucial.

Key Winning Messages

Expertise in integrated spatial planning and strategic environmental assessment for renewable energy development.

Commitment to delivering a high-quality, legally compliant, and technically sound detailed plan and KSH, aligning with Vinni valla's strategic objectives.

Proactive stakeholder engagement and clear communication throughout the project lifecycle.

Key Opportunities
Unspecified evaluation criteria present an opportunity to define perceived value through a superior technical proposal.
The relatively modest estimated value and 20-month duration suggest a focus on efficiency and clear project management.
The tender is for a specific development area (TU8) within an existing general plan, allowing for a focused and tailored approach.
Key Challenges
Lack of specified evaluation criteria makes it difficult to optimize bid scoring.

Focus on a comprehensive and high-quality technical proposal that clearly demonstrates expertise, a robust methodology, and an understanding of the project's objectives. Highlight relevant past project successes and team qualifications.

Potential for competition from established local or regional planning consultancies.

Emphasize specialized expertise in wind energy and SEA, and demonstrate a clear understanding of the local context and Vinni valla's specific needs and aspirations for the TU8 area.

The tender documents are not fully accessible for AI analysis, requiring manual review and interpretation.

Thorough manual review of all provided tender documents (especially 'Hanke alusdokument' and 'HD Lisa II - hankelepingu projekt') to ensure full comprehension of all requirements and contractual obligations.

Ideal Bidder Profile
A specialized consultancy firm with proven experience in spatial planning, strategic environmental assessments (SEA/KSH), and renewable energy projects, particularly wind energy. The firm should possess a strong understanding of Estonian planning law and environmental regulations, with a track record of successful project delivery within budget and timeline. Experience working with local municipalities is a significant advantage.
Key Requirements
Submission of a European Single Procurement Document (ESPD) according to the contracting authority's conditions and format.

Ability to deliver the service as a main contractor (peatöövõtu korras).
Key Discriminators
Demonstrated experience in successfully navigating the Estonian planning and environmental assessment process for renewable energy projects.
A clear, well-structured, and innovative methodological approach to the DP and KSH that goes beyond standard practice.
A highly qualified and experienced project team with specific expertise relevant to wind energy development and environmental impact assessment.

Tender Quality Score

This tender demonstrates high quality in terms of legal compliance, clarity, completeness, and fairness, providing a robust framework for potential bidders. However, it misses opportunities to integrate explicit sustainability criteria into the procurement process.

Score Breakdown

Legal Compliance95/100

The tender clearly defines the procedure type, uses appropriate CPV codes, and adheres to standard legal frameworks including mandatory exclusion grounds and ESPD usage. All mandatory disclosure requirements appear to be met, and there are no reported disputes or suspensions.

Clarity90/100

The description of the procurement object is clear and unambiguous. Evaluation criteria are explicitly stated as price-only, and performance conditions are clearly referenced to the provided draft contract. Requirements are well-documented across the various tender documents.

Completeness90/100

All essential basic information, financial details, timeline, and location data are provided. A comprehensive set of 10 documents, including technical specifications and a draft contract, supports the tender, ensuring all requirements and criteria are defined.

Fairness95/100

The tender exhibits high fairness with full document access, disclosed value, and objective, transparent evaluation criteria based solely on price. Electronic submission and e-procurement are enabled, and the rationale for not dividing the tender into parts is sound, indicating no tailoring to specific companies.

Practicality85/100

Electronic submission and e-procurement are fully supported, enhancing practicality. The duration is clearly specified, and financing conditions are available in the draft contract. While the exact contract start date is not in the basic overview, it is typically finalized post-award and likely detailed in the contract project.

Data Consistency98/100

All key fields are populated, and the data is highly consistent. There are no reported suspensions or disputes, and all dates provided are logical and coherent within the tender timeline.

Sustainability40/100

Despite the project's inherent connection to renewable energy, the tender documentation does not explicitly incorporate green procurement criteria, social aspects, or an innovation focus within its requirements. This represents a missed opportunity to promote broader sustainability goals through the procurement process itself.

•Lack of explicit green procurement criteria
•Absence of social aspects in requirements

Strengths

Clear and objective evaluation criteria (price-only)
Comprehensive documentation including draft contract and technical specifications
Full electronic submission and e-procurement support
Transparent value disclosure and well-defined scope of work
High data consistency and legal compliance

Concerns

Lack of explicit green, social, or innovation criteria within the tender requirements
AI could not process XML/ASICE documents (a technical limitation, not a tender flaw)

Recommendations

1. Integrate specific sustainability criteria (e.g., environmental management, social responsibility, innovative approaches) into future tenders, especially for projects with inherent environmental impact.
2. Ensure all key information, including contract start date, is easily accessible in the main tender overview for maximum clarity.
