Tender Quality Score

This tender for the reconstruction of a hospital intensive care unit in Ukraine is well-structured with clear evaluation criteria and strong legal compliance, but its completeness is hampered by several key project documents being in unanalyzable formats. Practicality is a a concern given the project's location, and while green procurement is noted, more detailed sustainability criteria would be beneficial.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good adherence to EU/Estonian procurement standards, with clearly defined procedures, appropriate CPV codes, and reasonable submission timelines. No disputes or suspensions are noted, indicating a compliant process.

Clarity80/100

The tender description, AI-extracted requirements, and evaluation criteria are generally clear and unambiguous. The sole evaluation criterion (lowest price) is explicitly stated, providing transparency. However, the inability to analyze all document content due to format limitations prevents a perfect clarity assessment.

Some documents are in formats not supported for AI analysis, limiting full clarity assessment.
Completeness70/100

Basic information, financial details, and timelines are comprehensively provided. However, several critical project documents (design, main project) are in unanalyzable formats, which significantly impacts the completeness of accessible information. There's also a minor ambiguity regarding the full scope covered by the cost table.

Critical project documents (Designprojekt, Põhiprojekt DWG, Põhiprojekt PDF) are in unanalyzable formats (.zip, .rar), hindering comprehensive review.
The 'Pakkumuse maksumuse tabel' summary mentions 'design and documentation work,' which might not fully cover the 'construction, installation of technical systems, and installation of medical equipment' mentioned in technical requirements, creating minor ambiguity.
Fairness85/100

The tender exhibits high fairness with full document access (assuming bidders can open all formats), disclosed value, reasonable deadlines, and objective, transparent evaluation criteria (lowest price). Requirements do not appear tailored to a specific company, and the justification for not dividing the tender is sound.

Practicality65/100

Electronic submission and clear contract duration enhance practicality. However, the absence of an explicit contract start date and the inherent logistical and security challenges of a construction project in Ukraine, which are not explicitly addressed in the tender documents, pose significant practical considerations for bidders.

No explicit contract start date is provided.
Significant practical challenges for bidders due to the project's location in Ukraine are not explicitly addressed in the tender documents beyond compliance with local norms.
Data Consistency90/100

Key fields are consistently populated, and there are no detected suspensions or disputes. Dates are logical and coherent. A minor ambiguity exists regarding whether the provided cost table covers the entire scope of work outlined in the technical requirements.

Minor ambiguity regarding the full scope covered by the provided cost table in relation to the technical requirements.
Sustainability50/100

The tender explicitly mentions 'Green Procurement,' which is a positive step. However, specific green criteria are not detailed, and there is a lack of explicit social aspects beyond basic exclusion grounds, as well as no stated focus on innovation.

Lack of detailed specific green procurement criteria.
Limited social aspects beyond basic exclusion grounds (e.g., human trafficking).

Strengths

Clear and objective evaluation criteria (lowest price).
High transparency regarding financial value and basic tender information.
Strong legal compliance with EU/Estonian standards and e-procurement enabled.
Reasonable submission deadline and clear contract duration.
Explicit mention of 'Green Procurement'.

Concerns

Several critical project documents (design, main project) are in unanalyzable file formats, hindering comprehensive review.
Significant practical challenges for bidders due to the project's location in Ukraine, not explicitly addressed in the tender.
Lack of detailed specific green procurement criteria and limited social aspects beyond basic exclusions.
Absence of an explicit contract start date.
Minor ambiguity regarding the full scope covered by the provided cost table.

Recommendations

1. Ensure all critical project documents are provided in universally accessible and AI-analyzable formats (e.g., PDF for design/main project, standard spreadsheet for cost tables).
2. Provide additional guidance or support mechanisms for bidders regarding the practicalities and risks associated with performing work in Ukraine.
3. Elaborate on specific green procurement criteria and consider incorporating explicit social aspects and innovation incentives.
