75%
Estimated Win ProbabilityModerate Fit

This tender for design services requires a strong focus on demonstrating creative capability through a portfolio and test work, which together constitute 60% of the evaluation. A competitive hourly rate is also crucial. Bidders should leverage their proven design expertise and present a compelling, cost-effective solution.

Key Winning Messages

Demonstrable creative excellence and proven design impact.

Cost-effective and efficient design solutions.

Reliable and experienced design partner.

Key Opportunities
Significant weighting (40%) on the test work provides a direct opportunity to showcase creative problem-solving and alignment with the contracting authority's needs.
The portfolio (20%) allows for a curated presentation of past successes and relevant experience.
The relatively low estimated value and short duration suggest a need for agile and efficient service delivery, which can be a differentiator.
Key Challenges
The lack of specified evaluation criteria beyond the weighted components (portfolio, test work, hourly rate) makes it difficult to fully optimize the bid beyond these core areas.

Focus intensely on excelling in the portfolio and test work. Ensure the hourly rate is highly competitive. Assume that quality and clarity in all submitted documents (ESPD, team CVs) will be implicitly valued.

Potential for many bidders to focus solely on price for the 40% hourly rate component, leading to a race to the bottom.

Balance a competitive hourly rate with a strong demonstration of value and quality in the portfolio and test work. Highlight efficiency and effectiveness to justify a rate that is competitive but not unsustainably low.

Ideal Bidder Profile
A design agency or freelance designer with a strong portfolio showcasing a range of creative work, proven experience in delivering high-quality design outputs, and the ability to offer competitive hourly rates. The ideal bidder will have a clear understanding of the Integratsiooni Sihtasutus's potential needs and can demonstrate efficiency and creativity in their approach.
Key Requirements
Submission of a portfolio accounting for 20% of evaluation criteria.
Submission of a test work accounting for 40% of evaluation criteria.
Submission of an hourly rate accounting for 40% of evaluation criteria.
Completion of the European Single Procurement Document (ESPD).
Information on team composition and qualifications.
Key Discriminators
Exceptional creativity and originality demonstrated in the test work.
A portfolio that clearly aligns with the potential needs of an integration foundation (e.g., clear communication, user-friendly design).
A highly efficient and streamlined design process that can be articulated.
A clear understanding of the Integratsiooni Sihtasutus's mission and how design can support it.
Social Value Opportunities
While not explicitly required, consider a statement on ethical design practices or commitment to accessibility in design outputs, if applicable to the bidder's ethos. This can be a subtle differentiator.
Bid Focus Areas
Test Work40%

Invest significant time and resources into developing a test work that is not only aesthetically pleasing but also demonstrates a deep understanding of the brief (even if implied) and problem-solving capabilities. Aim for innovation and clarity.

Hourly Rate40%

Conduct thorough cost analysis to determine a competitive yet profitable hourly rate. Benchmark against market rates for similar services. Consider offering tiered rates if appropriate, though the tender implies a single rate.

Portfolio20%

Curate a portfolio that showcases a diverse range of high-quality design projects, emphasizing those that demonstrate strategic thinking, problem-solving, and successful outcomes. Tailor the selection to be as relevant as possible to the contracting authority's likely needs.

Team Composition and Qualifications

Highlight experienced and qualified team members whose CVs demonstrate relevant skills and a track record of successful design projects. Ensure CVs are clear, concise, and directly address the requirements.

Recommendations6

Curate a Strong Portfolio
HighMed effort

Select and present portfolio pieces that best demonstrate relevant skills, creativity, and successful project outcomes. Tailor the selection to showcase experience that aligns with the potential needs of an integration foundation.

Maximizes score for the 20% portfolio weighting and reinforces credibility.
Thorough ESPD Completion
CriticalMed effort

Complete the European Single Procurement Document (ESPD) meticulously and accurately. Ensure all mandatory fields are filled, and declarations regarding exclusion grounds are truthful and verifiable.

Ensures compliance and avoids disqualification.
Articulate Design Process and Value
MediumLow effort

Beyond just the output, briefly describe the bidder's design process. Highlight how it leads to efficient, effective, and high-value design solutions, justifying the proposed hourly rate.

Adds qualitative value and differentiates from purely price-focused bids.
Clarify Ambiguities
HighLow effort

If any part of the technical description (AD lisa 1) or evaluation criteria is unclear, proactively seek clarification from the contracting authority before the deadline. This ensures the test work and portfolio are perfectly aligned.

Reduces risk of misinterpretation and improves bid relevance.
Competitive Positioning
Position as a highly creative and efficient design partner that can deliver tangible value within the specified budget and timeframe. Emphasize a proactive and collaborative approach, even if not explicitly requested, to stand out from more transactional bidders.

Tender Quality Score

This tender for design services is generally well-structured with clear evaluation criteria and electronic submission. However, a significant inconsistency exists between the stated 'Open Procedure' and the 'Negotiation Allowed' characteristic, which could lead to legal and clarity issues.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure as 'A' (Open Procedure), but also lists 'Negotiation Allowed' under characteristics. Open procedures typically do not permit negotiation on initial bids, creating a significant legal ambiguity and potential non-compliance with procurement regulations if not clarified or if the procedure type is misclassified. The use of ESPD and reasonable deadlines are positive aspects.

•Inconsistency between 'Open Procedure' and 'Negotiation Allowed' characteristic.
Clarity75/100

The description, requirements, and evaluation criteria (portfolio, test work, hourly rate with clear weightings) are generally clear. However, the procedural inconsistency regarding negotiation within an open procedure creates ambiguity for potential bidders on how the process will unfold.

•Ambiguity regarding the negotiation process within an open procedure.
Completeness85/100

All essential information, including title, reference, organization, financial details, timeline, classification, and procurement characteristics, is provided. Requirements, evaluation criteria, and supporting documents (ESPD guide, compliance conditions, evaluation criteria, main tender document) are well-defined and referenced.

Fairness80/100

The tender demonstrates good fairness with disclosed value, reasonable deadlines, objective and transparent evaluation criteria, and enabled e-procurement. Requirements appear generic and not tailored. The potential for negotiation in an open procedure, if not clearly defined, could introduce minor fairness concerns regarding transparency.

•Potential for reduced transparency if negotiation process is not clearly defined for an open procedure.
Practicality90/100

The tender scores highly on practicality, supporting electronic submission, providing a clear contract start date (indicative), specifying EU funding, and clearly defining the contract duration and value limits. Document access is implied through the e-procurement portal.

Data Consistency65/100

Most key fields are populated, and dates are logical. However, the significant inconsistency between the 'Open Procedure' type and the 'Negotiation Allowed' characteristic represents a critical data inconsistency in the procedural definition.

•Inconsistency between 'Open Procedure' and 'Negotiation Allowed' characteristic.
Sustainability30/100

The tender lacks explicit criteria for green procurement, social aspects, or innovation focus. While it is EU funded, which often implies higher standards, no specific sustainability requirements are integrated into the tender documentation.

•Lack of explicit sustainability criteria (green, social, innovation).

Strengths

Clear and weighted evaluation criteria (portfolio, test work, hourly rate).
Comprehensive use of ESPD and electronic submission for efficiency.
Detailed financial and technical capability requirements.
Framework agreement structure suitable for recurring design services.
Value, duration, and contract start date clearly specified.

Concerns

Significant inconsistency: 'Open Procedure' (Type: A) with 'Negotiation Allowed'.
Lack of explicit sustainability criteria (green, social, innovation) despite EU funding.
Ambiguity regarding the actual procurement process due to procedural inconsistency.

Recommendations

1. Clarify the procurement procedure type: If negotiation is intended, adjust the procedure type (e.g., competitive dialogue, negotiated procedure) to align with legal requirements and ensure transparency. If not, remove 'Negotiation Allowed'.
2. Integrate sustainability criteria: Given it is EU funded, consider including specific green, social, or innovation aspects relevant to design services.
3. Ensure all key tender documents, especially technical specifications, are fully accessible and their content clearly summarized for comprehensive bidder review.
