Tender Quality Score

This tender for electrical line reconstruction is generally well-structured with clear requirements and evaluation criteria. However, concerns arise regarding potential limitations to competition due to specific eligibility requirements and the digital accessibility of crucial project documents.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good legal compliance, with reasonable deadlines for a small procurement, clearly defined procedure type, appropriate CPV codes, and no detected disputes. Its EU-funded status implies adherence to broader regulatory standards.

Clarity80/100

The tender's description is concise, and requirements, evaluation criteria (lowest price), and performance conditions are clearly stated, often with references to external documents. The AI-extracted requirements are comprehensive and easy to understand.

Completeness65/100

While basic information, deadlines, value, and duration are provided, crucial documents such as the work project and cost table are in formats (zip, xls) that are not supported for automated analysis. This significantly impacts the digital completeness of the tender package.

Crucial tender documents (work project, cost table) are in formats not supported for automated analysis.
Fairness40/100

The requirement for a team member to be registered in Elektrilevi's partner portal with specific switching rights creates a significant barrier to entry for new market participants, potentially limiting competition. Additionally, the requirement for a past contract value of €40,000 for a €26,000 project is somewhat disproportionate.

Eligibility requirement for Elektrilevi's partner portal registration and switching rights may limit competition.
Technical capability requirement (one past contract >€40k for a €26k project) is slightly disproportionate.
Practicality60/100

Electronic submission is supported, which is positive. However, the contract start date being immediately after the submission deadline allows minimal time for contractor mobilization. The detailed financing information includes a complex factoring program, which might add administrative burden.

Financing conditions include a complex factoring program.
Data Consistency70/100

Most key fields are populated, and dates are logically consistent. However, there is an inconsistency in the project identifier (JTI258 in the title vs. JTI251 in the description). A minor inconsistency also exists with 'Value Classified: Yes' despite the estimated value being disclosed.
