Hanke eesmärk on vähendada Emajõe veetaseme tõusust tingitud üleujutusriske Tartu linnas, rakendades tehnilisi ja looduspõhiseid leevendusmeetmeid enim ohustatud piirkondades, sh Ihaste, Supilinna, Ülejõe ja Kvissentali aladel. Planeeritavad tegevused (pumplad, siibrid, kaitsetammid ja kaldakindlustused) aitavad kaitsta elamuid ja taristut ning suurendada Tartu linna kliimakindlust
