Excellent

Tender Quality Score

This tender demonstrates strong legal compliance, clarity, and fairness, with well-defined requirements and an objective evaluation criterion. While it explicitly includes green procurement, there is room for improvement in detailing social and innovation aspects.

Score Breakdown

Legal Compliance90/100

The tender exhibits excellent legal compliance, with a clearly defined procedure, appropriate CPV codes, and no reported disputes. The inclusion of the 'or equivalent' clause and the use of ESPD align with EU/national procurement regulations, ensuring non-discriminatory practices. Deadlines are reasonable, providing ample time for preparation.

Clarity90/100

Clarity is high, as the tender description is unambiguous, and requirements are well-documented across the provided files. Evaluation criteria, specifically the lowest price with 100% weight, are explicitly stated in Document 4, contradicting the automated flag. Performance conditions and AI-extracted requirements are comprehensive and easy to understand.

Completeness85/100

The tender is largely complete, containing all basic information, estimated value, and a clearly specified contract duration (March 2026 to May 2028), which corrects the automated flag. Requirements and evaluation criteria are fully defined. While the contracting authority does not specify a fixed location, it requires bidders to propose one, which is a valid approach for service tenders, though a general geographical area could enhance clarity.

•Contracting authority does not specify a geographical area for service delivery, requiring bidders to propose locations.
Fairness95/100

Fairness is excellent. The estimated value is disclosed, e-procurement is enabled, and the evaluation criterion (lowest price) is objective and transparent. Requirements appear generic and are not tailored to a specific company, further supported by the 'or equivalent' clause, ensuring equal access for all potential bidders.

Practicality80/100

Practicality is good, with support for electronic submission and a known approximate contract start date and clear duration. While a direct document URL is not explicitly provided in the summary, it is assumed to be accessible within the e-procurement system. Financing information is available through the estimated value.

Data Consistency95/100

Data consistency is very high. All key fields are populated, dates are logical and consistent, and there are no reported suspensions or disputes. The internal consistency of the tender documents overrides some misleading automated check flags regarding evaluation criteria, duration, and location, which are adequately addressed within the tender content.

Sustainability50/100

The tender explicitly includes 'Green Procurement' as a characteristic, which is a positive aspect. However, it lacks explicit social criteria beyond the inherent social benefit of language learning support, and there is no specific focus on innovation. It is also not indicated as EU-funded.

•Lack of explicit social criteria.
•No specific focus on innovation.

Strengths

Strong legal compliance with EU/national regulations (e.g., 'or equivalent' clause, ESPD).
Clear and objective evaluation criteria (lowest price).
Comprehensive and well-documented requirements.
Transparency in value disclosure and e-procurement enablement.
Explicit inclusion of Green Procurement.

Concerns

Lack of explicit social criteria beyond the inherent nature of the service.
No specific focus on innovation.
Location information for meetings is to be proposed by the bidder, without a specified geographical area from the contracting authority.
Automated checks provided misleading flags regarding evaluation criteria, duration, and location, which required manual override.

Recommendations

1. Consider incorporating explicit social criteria or indicators for future tenders, especially for services with direct community impact.
2. Explore opportunities to encourage innovation in service delivery or methodology.
3. Provide a general geographical area or preferred region for service delivery to guide bidders on location proposals.
