Tender Quality Score

This tender for 3D printers for Tallinna Tehnikaülikool's Virumaa College is well-structured regarding basic information and submission requirements, but raises concerns regarding potentially restrictive technical specifications and the sole reliance on lowest price for evaluation.

Score Breakdown

Legal Compliance100/100

The tender includes standard legal compliance requirements such as mandatory exclusion grounds, EU sanctions checks for goods and suppliers, and the submission of an ESPD, indicating a sound legal framework.

Clarity60/100

The tender provides a clear description of the goods and services required, specifies evaluation criteria (lowest price per part), and outlines submission requirements, enhancing bidder understanding.

Completeness83/100

While key information like delivery timeframe and evaluation criteria are present, the tender lacks an explicit overall contract duration beyond the delivery period. The precise location for installation is implied but not explicitly detailed in the extracted information.

Missing explicit contract duration
Precise installation location not explicitly detailed
Fairness80/100

The technical requirements for processing high-temperature plastics, large-scale parts, and powder materials are highly specific, potentially limiting competition to a narrow range of specialized industrial 3D printers. The sole reliance on lowest price for evaluation, without considering other quality or performance aspects, might not ensure the best value for money for complex equipment.

Potentially restrictive technical requirements
Solely lowest price evaluation for complex equipment
Practicality40/100

The tender's division into up to four parts allows for broader participation, and the inclusion of transport, installation, and training in the bid price simplifies the process for the contracting authority. A 4-month delivery period is reasonable.

Data Consistency100/100

There is a minor inconsistency between the automated check flagging 'Missing evaluation criteria' and the explicit statement in Document 1 summary and Financial Requirements that bids are evaluated solely on total cost (lowest price). The latter is taken as accurate.

Contradiction between automated check and document content regarding evaluation criteria
Sustainability0/100

The tender does not explicitly incorporate green, social, or innovation criteria, representing a missed opportunity to align procurement with broader sustainability and public policy objectives.

Lack of sustainability criteria
Lack of social criteria

Strengths

Clear and comprehensive scope including transport, installation, and training.
Option to bid on multiple parts, promoting broader participation.
Explicit legal compliance requirements (exclusion grounds, sanctions, ESPD).
Clear evaluation criteria (lowest price per part).
Reasonable delivery timeframe.

Concerns

Highly specific technical requirements that may unduly restrict competition or be tailored to specific manufacturers.
Exclusive reliance on lowest price for evaluating complex technical equipment, potentially overlooking long-term value or quality.
Absence of explicit sustainability, social, or innovation considerations.
Lack of a clearly defined overall contract duration beyond the delivery period.

Recommendations

1. Review and justify the highly specific technical requirements to ensure they are proportionate and do not unduly restrict competition.
2. Consider incorporating qualitative evaluation criteria (e.g., quality, performance, warranty, support) alongside price to ensure best value for money.
3. Integrate relevant sustainability, social, or innovation criteria into future tenders.
