Tender Quality Score

This tender for the Paide ambulance base construction is generally well-documented with clear requirements, but suffers from a critical inconsistency regarding its evaluation criteria, which significantly impacts clarity, fairness, and data consistency.

Score Breakdown

Legal Compliance70/100

The tender generally complies with procurement regulations, utilizing standard documents like ESPD and electronic submission. Deadlines are reasonable. However, the vague 'Type: E (Code: N/A)' and 'Procedure: A (Code: N/A)' are minor issues, and the fundamental contradiction in evaluation criteria poses a significant legal risk regarding the award basis.

•Contradiction in evaluation criteria (basic info vs. Document 5)
•Vague procedure type and code ('Type: E (Code: N/A)', 'Procedure: A (Code: N/A)')
Clarity60/100

The project description, location details, and most requirements (exclusion, eligibility, technical, financial, submission) are clear and well-documented. The justification for not dividing the tender is also transparent. However, the critical contradiction between 'relative_weighting' in the basic information and 'evaluated solely based on the offer price' in Document 5 creates significant ambiguity for bidders.

•Contradictory evaluation criteria specified in different sections of the tender documentation
Completeness85/100

The tender is largely complete, providing all essential information such as title, reference, organization, estimated value, duration, and detailed location. All necessary documents are listed and accessible, including a link to project documentation. Minor omissions include the explicit contract start date and detailed financing source.

•Contract start date not explicitly stated
•Detailed financing source (beyond estimated value) not provided
Fairness70/100

The tender promotes fairness through full document access, disclosed value, reasonable deadlines, and e-procurement. The justification for not dividing the tender is reasonable and not indicative of tailoring. However, the conflicting evaluation criteria present a significant fairness concern, as it can lead to confusion and unequal understanding among bidders regarding the award basis.

•Conflicting evaluation criteria impacting transparency and equal understanding among bidders
Practicality75/100

The tender supports electronic submission and e-procurement, enhancing accessibility and efficiency. A direct URL for project documentation is provided. The contract duration is clearly specified. Minor improvements could include an explicit contract start date and more detailed financing information.

•Contract start date not explicitly stated
•Detailed financing source (beyond estimated value) not provided
Data Consistency40/100

While most key fields are populated and dates are logical, there is a critical inconsistency regarding the evaluation criteria. The basic information states 'relative_weighting', while Document 5 explicitly states the tender will be 'evaluated solely based on the offer price'. This fundamental contradiction is a severe data consistency issue.

•Critical inconsistency in evaluation criteria ('relative_weighting' vs. 'solely based on offer price')
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation. It is also not indicated as EU-funded, which often drives higher sustainability standards.

•Absence of green procurement criteria
•Lack of social considerations

Strengths

Clear project description and detailed location information
Comprehensive set of tender documents and project documentation link
Electronic submission and e-procurement enabled
Reasonable submission period, acknowledging holiday season
Justified decision for not dividing the tender into parts

Concerns

Critical contradiction in evaluation criteria (relative weighting vs. lowest price)
Vague definition of procedure type and code
Absence of sustainability (green, social, innovation) criteria
Contract start date and detailed financing source not explicitly stated

Recommendations

1. Immediately issue a clarification or corrigendum to resolve the contradictory evaluation criteria, specifying whether it is lowest price or relative weighting.
2. Provide explicit definitions for the tender type and procedure code to enhance legal clarity.
3. Integrate sustainability criteria (e.g., energy efficiency, waste management, social clauses) into future tenders, especially for construction projects.
