Riigihanke esemeks on Politsei- ja Piirivalveametile (PPA), Päästeametile (PÄA), Sisekaitseakadeemiale (SKA) ja Siseministeeriumi infotehnoloogia- ja arenduskeskusele (SMIT) kokku 25 (kahekümne viie) elektriauto (edaspidi ka sõiduk) ostmine riigihanke alusdokumentides sätestatud tingimustel ja korras. Riigihanke eseme hulka kuulub ka sõiduki garantiiaegsete korraliste hooldustööde ja erakorraliste remonttööde teostamine kooskõlas riigihanke alusdokumentides sätestatud ja vastavalt pakkumuses esitatud tingimustele.
