Voluntary evaluation criterion – reduction of food waste10.0%

Develop a detailed and actionable food waste reduction plan. Quantify expected waste reduction percentages and outline how these will be measured and reported. Consider partnerships with food banks or composting facilities.

Recommendations6
Craft a Compelling and Differentiated Service Description
CriticalHigh effort

Dedicate significant effort to crafting the service description, as it carries the highest evaluation weight (70%). Go beyond a generic offering by showcasing a deep understanding of the Social Insurance Board's needs and objectives. Detail your approach to venue selection (considering accessibility, sustainability, and technical capabilities), catering (highlighting quality, dietary needs, and food waste reduction), accommodation (ensuring comfort and convenience), and technical equipment (for all event formats). Emphasize your project management methodology, communication protocols, and risk mitigation strategies. Use concrete examples and case studies where possible to illustrate your capabilities.

Maximizes score in the most heavily weighted evaluation criterion, significantly increasing the likelihood of winning.
Develop a Robust Food Waste Reduction Strategy
CriticalMed effort

Create a detailed and measurable plan for reducing food waste, as this voluntary criterion offers 10% of the total score. This plan should encompass accurate forecasting based on attendee numbers, smart menu design that utilizes ingredients efficiently, portion control measures, and clear procedures for composting and donating surplus food. Outline how you will track and report on waste reduction metrics.

Secures up to 10% of the total evaluation score, providing a significant competitive advantage.
Optimize Service Fee Percentage for Competitiveness
HighMed effort

Conduct thorough cost analysis to determine a service fee percentage that is both competitive and profitable. While aiming for a low percentage to maximize points, ensure it does not compromise the quality of services or your ability to deliver effectively. Clearly articulate the value for money your bid offers.

Secures up to 20% of the total evaluation score, directly impacting the financial competitiveness of the bid.
Highlight Green Procurement Capabilities
HighMed effort

Integrate and clearly articulate your commitment to green procurement beyond just food waste. Detail how you will minimize environmental impact in venue selection (e.g., energy efficiency, waste management policies), transportation, material usage (e.g., digital materials, sustainable printing), and waste management across all event aspects, referencing the provided 'Keskkonnahoidlike sündmuste korraldamise juhend'.

Demonstrates alignment with the contracting authority's sustainability goals and can differentiate the bid.
Showcase Project Manager's Experience
CriticalMed effort

Provide a comprehensive and compelling profile for the proposed project manager. Highlight their experience in managing similar-sized events, public sector contracts, and their ability to handle diverse event formats (contact, virtual, hybrid). Include specific achievements and responsibilities that demonstrate their competence and suitability for this role.

Meets a critical eligibility requirement and contributes to the perceived quality of service delivery.
Address Logistics and Geographic Spread
MediumMed effort

Given that events can occur anywhere in Estonia and simultaneously, clearly outline your logistical capabilities and network of reliable suppliers across the country. Demonstrate your ability to manage multiple events concurrently and ensure consistent service quality regardless of location.

Mitigates a potential operational risk and assures the client of reliable service delivery nationwide.
Competitive Positioning
Position your bid as the most reliable and high-quality partner, emphasizing your ability to deliver seamless events across Estonia with a strong focus on sustainability and participant experience. Highlight your proactive approach to problem-solving and your commitment to exceeding expectations, particularly in the service description. Leverage your food waste reduction strategy as a key differentiator to capture the additional 10% of points.
