TECHNICAL REQUIREMENTS5
--Platform must support real-time menu updates, order tracking and automated billing in Estonian.
--Maximum delivery time: 60 minutes within 25 km radius from each listed restaurant/store.
--Provide API or CSV export of transaction data to facilitate PPA financial controls.
FINANCIAL REQUIREMENTS9
--Bid price = single all-inclusive km-rate (€/km, excl. VAT) for weekday 08:00-17:00 deliveries originating in Tallinn—lowest rate wins.
--Frame contract value: min €60k – max €600k over 48 months; bidder must accept any call-off up to the ceiling.
--Bear all tender preparation and contract execution costs; no compensation by PPA.
