Tender Quality Score

This tender provides a clear scope and duration for landscaping services but suffers from a critical lack of detailed evaluation criteria, which impacts fairness and clarity. There are also several data inconsistencies and missing administrative details, and no focus on sustainability.

Score Breakdown

Legal Compliance75/100

The tender explicitly states adherence to the 'Procurement Act 2023' and defines the procedure type. CPV codes are present, and there are no disputes. However, some codes for procedure type and tender type are missing, and the 'Liable Person' is not specified. There's also a minor discrepancy between the estimated value in EUR and GBP.

Missing procedure/type codes
Missing liable person
Clarity60/100

The tender description is generally clear regarding the scope and duration. However, a major concern is the explicit lack of specified evaluation criteria, which is crucial for bidders to understand how their proposals will be judged. Performance conditions are only broadly mentioned.

No detailed evaluation criteria specified
Performance conditions not fully detailed
Completeness70/100

Basic information, deadlines, value, duration, and location are mostly present. Requirements are outlined, and documents are available (though one failed to download). However, the absence of detailed evaluation criteria, specific financial requirements, and some missing codes/person details reduce completeness. The value and start date discrepancies are also issues.

Missing detailed evaluation criteria
Missing specific financial requirements
Fairness65/100

While document access is free and deadlines seem reasonable, the critical lack of specified evaluation criteria significantly impacts fairness and transparency. Bidders cannot fully understand how their proposals will be assessed, which can lead to subjective decisions. The requirements for experience in educational settings are specific but not necessarily tailored.

No detailed evaluation criteria
Lack of transparency in evaluation process
Practicality80/100

The tender provides a clear portal for registration and document access, and the contract start date and duration are well-defined. Financing information is also available. The assumption is that the e-procurement portal supports electronic submission, which is standard practice.

Minor inconsistency in contract start date (July 31 vs Aug 1)
Data Consistency60/100

While most dates are logical, there are notable inconsistencies in key data fields. The estimated value is stated in both EUR and GBP with different figures, and the contract start date has a minor discrepancy. Several important codes and the liable person are also missing.

Estimated value discrepancy (EUR vs GBP)
Contract start date inconsistency
Sustainability20/100

The tender does not include any explicit criteria or mentions related to green procurement, social aspects, or innovation. It is also not indicated as EU funded, which often drives higher sustainability standards. This suggests a lack of focus on sustainability.

No green procurement criteria
No social criteria

Strengths

Clear scope and duration of the contract
Use of an e-procurement portal for access
Value and deadlines are disclosed and generally reasonable
Explicitly states adherence to Procurement Act 2023
Good classification with CPV and NUTS codes

Concerns

Critical absence of detailed evaluation criteria
Inconsistencies in estimated contract value (EUR vs GBP) and start date
Missing administrative details (liable person, procedure/type codes)
No explicit mention of sustainability, social, or innovation aspects
Financial requirements are not specified in the provided text

Recommendations

1. Immediately publish detailed and weighted evaluation criteria to ensure transparency and fairness.
2. Rectify all data inconsistencies, especially regarding the estimated contract value and start date.
3. Consider incorporating sustainability, social, and innovation criteria into future tenders.
