Tender Quality Score

This tender for connectivity and security services presents a clear description of needs and comprehensive technical requirements for the initial stage. However, it is significantly hampered by inaccessible critical documents, a complete lack of evaluation criteria, and the absence of electronic submission, raising concerns about fairness and completeness.

Score Breakdown

Legal Compliance65/100

The tender provides a reasonable preparation period for the PSQ and correctly assigns the CPV code. However, the failure to access critical documents like the 'Tender Notice' and 'Attachment A-11296' poses significant compliance risks. The absence of e-submission is also a notable deviation from modern procurement best practices, and procedure codes are missing.

Critical tender documents (Tender Notice, Attachment A-11296) are inaccessible.
No electronic submission (e-submission) supported.
Clarity60/100

The description of the Trust's needs and high-level deliverables is exceptionally clear and detailed, with well-structured AI-extracted requirements. However, the complete absence of evaluation criteria is a major clarity issue, preventing bidders from understanding how their proposals will be assessed. Mandatory exclusion grounds and specific financial requirements are deferred to the ITT Pack.

No evaluation criteria specified.
Mandatory exclusion grounds and specific financial requirements are deferred to the ITT Pack, reducing initial clarity.
Completeness55/100

While basic information, estimated value, duration, and contract start date are provided, the tender is significantly incomplete due to the inaccessibility of two critical documents. Furthermore, the complete absence of evaluation criteria and the deferral of specific mandatory exclusion grounds and financial requirements to a later stage reduce its initial completeness.

Critical tender documents (Tender Notice, Attachment A-11296) are inaccessible.
No evaluation criteria specified.
Fairness50/100

The disclosed value and ample time for PSQ preparation are positive. However, the lack of full document access (missing Tender Notice) and the complete absence of evaluation criteria severely undermine transparency and fairness. The stated lack of e-submission also creates barriers to equal access for potential bidders.

Lack of full document access due to inaccessible critical documents.
No evaluation criteria specified, hindering transparency.
Practicality60/100

The tender clearly specifies the contract start date, duration, and estimated value, which aids practicality. Nevertheless, the stated lack of e-submission is a significant practical drawback, increasing administrative burden for bidders. The failure to access critical documents also impacts bidders' ability to prepare effectively.

No electronic submission (e-submission) supported.
Inaccessible critical documents hinder practical preparation for bidders.
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include missing 'Liable Person' and procedure codes, and a previous correction to PSQ submission dates, indicating an initial data issue that was resolved.

Missing 'Liable Person' field.
Missing codes for 'Type' and 'Procedure'.
Sustainability40/100

The Trust's mission statement highlights strong social objectives related to education and equity. However, these organizational values are not explicitly translated into specific green, social, or innovation criteria within the procurement requirements. No EU funding is indicated.

No explicit green procurement criteria.
No specific social criteria for the procurement itself.

Strengths

Clear and detailed description of the Trust's needs and high-level deliverables.
Comprehensive and well-structured AI-extracted technical requirements for the initial stage.
Estimated value, contract duration, and start date are clearly specified.
Ample time provided for Pre-Qualification Questionnaire (PSQ) preparation.
Requirements do not appear to be tailored to a specific company.

Concerns

Critical tender documents (Tender Notice, Attachment A-11296) are inaccessible.
Complete absence of evaluation criteria.
No electronic submission (e-submission) supported.
Mandatory exclusion grounds and specific financial requirements are deferred to the ITT Pack.
Lack of explicit green, social, or innovation procurement criteria.

Recommendations

1. Ensure all tender documents are accessible and functional for all potential bidders.
2. Clearly define and publish evaluation criteria at the earliest possible stage to enhance transparency and fairness.
3. Implement electronic submission capabilities to streamline the process and promote equal access.
