Original Tender Description

The Greater Manchester Combined Authority Regional Care Cooperative (RCC) is developing a new, region wide approach to supported accommodation for children transitioning out of care aged 16 - 17 and care experienced young people. The RCC has been established to strengthen sufficiency, improve outcomes and develop a more ethical and purpose driven care market across the region. Ensuring young people leaving care have safe and supported environments as they prepare for adulthood. The supported accommodation market is comprised of a range of providers and commissioning arrangements, and service delivery approaches vary across localities. Engagement with young people and sector stakeholders, alongside data analysis and market insight, indicates that experiences of support and placement stability can be inconsistent and that young people often face challenges when moving into adulthood. The RCC has identified a benefit in a regionally coordinated approach that enables innovation in the sector to design a new supported accommodation and settling in model. This procurement forms part of the RCC's wider programme of work to support market sustainability and capacity, strengthen regional planning, and increase the availability of provision that meets current needs and outcomes for young people. The RCC intends to establish a multi provider open framework through a Competitive Flexible Procedure. The approach to commissioning and procurement designed thus far aims to ensure accessibility for all eligible providers. The framework comprises five complementary lots covering accommodation-based support, community-based move-on support, emotional health and wellbeing, life skills and opportunities, and complex safeguarding. Providers may submit a bid for one lot only and should therefore consider carefully which lot best aligns with their expertise, workforce, partnerships, delivery model and ability to meet the full requirements of that offer. Where more than one lot supports a young person, providers must work together through the Collaboration Agreement to deliver one coordinated pathway rather than separate services. 1) Lot 1: Building-Based Support £12.1 million Core 24-hour Building-Based Supported Accommodation Transitional Support and Step-Down Planning Provider Collaboration and Coordination 2) Lot 2: Moving On Support £1.975 million Floating Community-Based Support Long Term Interdependence - Sustaining Tenancies, Community Integration, Lasting Connections 3) Lot 3: Emotional Health and Wellbeing £1.975 million Emotional Support and Wellbeing Mental Health Support Relationship Support 4) Lot 4: Life Skills and Opportunities £1.975 million Financial and Digital Literacy Tenancy Readiness and Housing Meaningful Use of Time Rights, Entitlements and Navigation Employment and Training Employer and Provider Partnerships 5) Lot 5: Complex Safeguarding £1.975 million Re-offending/ Offending Child Criminal Exploitation (CCE) Child Sexual Exploitation (CSE) The Tender pack can be found on The Chest procurement portal
