Original Tender Description

Coventry University Group has a requirement for Provision of Moves Management and is seeking to appoint several suppliers under the following Lots: Lot 1 - Localised Coverage – Small Projects, Lot 2 - National and International Coverage – Large Projects, Lot 3 - Specialised Move. The University intends to implement a Dynamic Purchasing System (DPS) to deliver these requirements. Establishing a DPS with multiple suppliers will help to create an environment that encourages fair competition, allowing suppliers to join at any time and choose whether to compete for all or any of the services under the DPS.

Tender Quality Score

This tender establishes a Dynamic Purchasing System for Moves Management, offering flexibility and continuous supplier entry across three distinct lots. However, the provided information is critically incomplete, lacking essential details for a fair and transparent procurement process.

Score Breakdown

Legal Compliance100/100

The tender's current presentation raises significant legal compliance concerns due to the absence of mandatory exclusion grounds and a lack of detailed legal framework references. While the DPS mechanism is legally sound, its implementation requires more robust documentation.

Missing mandatory exclusion grounds
Lack of detailed legal framework or specific legal references for the DPS operation
Clarity40/100

The overall concept of the DPS and the division into lots are clearly articulated. However, the actual requirements for suppliers (eligibility, technical, financial) are presented in an extremely vague and high-level manner, lacking the specificity needed for clear understanding.

Vague eligibility requirements
Lack of specific technical capability criteria
Completeness75/100

The tender information is severely incomplete. Critical elements such as estimated value, detailed financial requirements, specific technical specifications, and evaluation criteria are entirely missing. The absence of any tender documents further exacerbates this issue.

No estimated value disclosed
No specific financial requirements
Fairness60/100

The DPS structure, allowing continuous joining and multiple suppliers, inherently promotes fair competition. However, the profound lack of detailed requirements and evaluation criteria at this stage could lead to subjective assessments during qualification or subsequent mini-competitions, potentially undermining fairness.

Potential for subjective assessment due to vague requirements
Absence of clear evaluation criteria for DPS entry
Practicality40/100

The DPS is a practical tool for managing ongoing, varied service needs. However, the current tender information is impractical for potential suppliers, as it does not provide sufficient detail to understand the scope, prepare a meaningful application, or assess their suitability effectively.

Insufficient detail for suppliers to prepare a comprehensive application
Lack of information to fully understand the scope and requirements
Data Consistency100/100

The limited data provided is internally consistent. There are no contradictions within the stated information.

Sustainability0/100

There is no mention of environmental, social, or other sustainability criteria within the provided tender information.

Absence of sustainability (environmental/social) criteria

Strengths

Utilisation of a Dynamic Purchasing System (DPS) promoting flexibility and continuous market access
Clear segmentation into distinct Lots (Localised, National/International, Specialised)
Encourages fair competition by allowing multiple suppliers to join at any time
Long contract duration (60 months) offers stability for successful suppliers

Concerns

Critical absence of detailed eligibility, technical, and financial requirements
Missing mandatory exclusion grounds, posing a legal compliance risk
No estimated contract value disclosed, hindering supplier decision-making
Complete lack of evaluation criteria for DPS entry and subsequent mini-competitions
No tender documents provided, making it impossible to assess full terms and conditions

Recommendations

1. Publish comprehensive tender documents detailing all requirements (eligibility, technical, financial) and evaluation criteria.
2. Clearly state mandatory exclusion grounds and any applicable selection criteria.
3. Provide an estimated contract value or range to inform potential suppliers.
