Tender Quality Score

This tender describes a Dynamic Purchasing System (DPS) for print solutions, which offers flexibility for ongoing market access. However, the critical absence of detailed tender documentation and specific requirements significantly hinders transparency, fairness, and the ability for potential suppliers to submit a comprehensive application.

Score Breakdown

Legal Compliance100/100

The use of a Dynamic Purchasing System (DPS) is a legally recognized procurement procedure. However, the provided text lacks specific mandatory exclusion grounds and detailed eligibility/financial requirements, which are fundamental for legal clarity. The complete absence of actual tender documents is a major legal and procedural deficiency.

No specific mandatory exclusion grounds are explicitly mentioned, relying on general legal frameworks.
Absence of any actual tender documents, which are essential for legal compliance and transparency.
Clarity40/100

The overall structure of the DPS, including its division into categories and the involvement of multiple purchasing consortia, is clearly outlined. The timeline for the DPS establishment and its duration is also well-defined. However, the actual requirements for suppliers are presented at a very high level, lacking the necessary detail for clarity.

Lack of detailed technical, financial, and eligibility requirements, making 'Print Solutions' an overly broad term without further definition.
Absence of specific evaluation criteria for admission to the DPS or for subsequent mini-competitions.
Completeness83/100

The provided information is highly incomplete. While it outlines the DPS structure and timeline, it critically lacks fundamental tender documentation. Key elements such as a detailed scope of services, technical specifications, specific financial requirements, and evaluation criteria are entirely missing.

Critical absence of any tender documents ('DOCUMENTS (0 total)').
Missing detailed scope and specifications for 'Print Solutions' and its categories.
Fairness80/100

The DPS mechanism itself is designed to promote fairness by allowing new entrants throughout its duration, which is a strength. However, the significant lack of detailed, objective requirements and evaluation criteria raises serious concerns about potential subjectivity and unequal treatment during the admission process or subsequent mini-competitions. The absence of documents makes a full assessment of fairness impossible.

Lack of specific, objective eligibility, technical, and financial requirements could lead to subjective assessment and potential bias.
Absence of evaluation criteria for DPS admission and subsequent competitions compromises transparency and equal treatment.
Practicality40/100

The DPS structure is practical for managing recurring procurement needs and offers flexibility for both the contracting authority and suppliers. However, the severe lack of detailed information and supporting documents makes it highly impractical for potential suppliers to prepare a robust and competitive application without extensive prior engagement or clarification.

Suppliers cannot adequately prepare an application without detailed requirements, specifications, and evaluation criteria.
The absence of documents makes it difficult for potential bidders to understand the full scope and expectations, leading to increased administrative burden for clarifications.
Data Consistency100/100

There is a notable inconsistency in how the 'Submission Deadline' is presented for a continuously open DPS. While the DPS commenced in 2023 and is open for new requests, the 'Submission Deadline: 2027-09-30' is misleading as an application deadline for new entrants. It likely refers to the overall end date of the DPS, which should be clarified to avoid confusion.

The 'Submission Deadline: 2027-09-30' is inconsistent with the nature of a continuously open DPS for new requests to participate, creating potential confusion for suppliers regarding the application window.
Sustainability0/100

The tender description provides no information regarding environmental, social, or innovation criteria. This indicates a missed opportunity to integrate sustainability objectives into the procurement process.

Complete absence of any sustainability (environmental, social) or innovation criteria.

Strengths

Utilizes a Dynamic Purchasing System (DPS), promoting flexibility and continuous market access for suppliers.
Clearly identifies the multiple university purchasing consortia involved, indicating a collaborative approach.
Estimated value and contract duration are specified, providing financial context.
DPS is divided into categories, allowing for specialized suppliers to participate.
The DPS is explicitly stated to be open for new requests to participate throughout its duration, ensuring ongoing market opportunities.

Concerns

Critical lack of tender documents ('DOCUMENTS (0 total)'), making a comprehensive assessment and supplier participation extremely difficult.
Insufficient detail in eligibility, technical, and financial requirements, hindering fair competition and objective evaluation.
Absence of any stated evaluation criteria for DPS admission or subsequent mini-competitions, raising transparency and fairness concerns.
No integration of sustainability (environmental, social) or innovation criteria, missing an opportunity for responsible procurement.
Data inconsistency regarding the 'Submission Deadline' for a continuously open DPS, which could confuse potential new applicants.

Recommendations

1. Publish comprehensive tender documents, including detailed specifications, eligibility criteria, financial requirements, and a clear evaluation methodology for DPS admission and subsequent call-offs.
2. Clearly define the scope of 'Print Solutions' and the specific categories within the DPS to ensure clarity for potential suppliers.
3. Integrate relevant sustainability (environmental, social) and innovation criteria into the DPS requirements and evaluation framework.
