Tender Quality Score

This tender from the Welsh Government outlines a clear social objective but suffers from significant deficiencies in completeness, clarity, and fairness due to missing critical legal, financial, and evaluation criteria, alongside a lack of e-submission.

Score Breakdown

Legal Compliance50/100

The tender defines the procedure type and CPV code correctly, and there are no reported disputes. However, the explicit absence of mandatory exclusion grounds, eligibility requirements, and financial requirements is a significant legal compliance risk. The missing reveal date also prevents a full assessment of the reasonableness of the publication period.

No specific mandatory exclusion grounds detailed
No specific eligibility requirements detailed
Clarity60/100

The overall description of the service required is clear and unambiguous. However, the clarity for potential bidders is severely hampered by the explicit absence of evaluation criteria and detailed eligibility, exclusion, and financial requirements. Specific performance conditions are also not clearly stated.

No evaluation criteria specified
Lack of detailed eligibility, exclusion, and financial requirements
Completeness45/100

While basic information like title, reference, organization, value, duration, and location are provided, the tender is critically incomplete regarding essential procurement elements. The explicit absence of mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria, coupled with the lack of a comprehensive tender specification document (only OCDS data and general notices), represents major gaps.

No specific mandatory exclusion grounds detailed
No specific eligibility requirements detailed
Fairness40/100

The tender's value is disclosed, and the 'Divided into Parts' characteristic generally promotes broader participation. However, the absence of evaluation criteria severely impacts transparency and objectivity. The lack of e-submission creates an unnecessary barrier to equal access, and the missing detailed eligibility and financial requirements hinder fair competition.

No evaluation criteria specified (impacts transparency)
No e-submission supported (impacts equal access)
Practicality55/100

The contract start date and duration are clearly specified, and the estimated value is known. However, the absence of electronic submission support is a significant practical drawback in modern procurement. While documents are available, a direct, user-friendly URL for all tender documents is not explicitly provided.

No e-submission supported
Direct document URL not explicitly provided
Data Consistency65/100

Most basic fields are populated, and dates are logical and consistent. There are no reported suspensions or disputes. However, the overall data consistency is undermined by the explicit statement that critical fields such as mandatory exclusion grounds, eligibility, and financial requirements are 'not detailed', indicating an inconsistent level of information completeness.

Inconsistent level of detail for critical requirements (e.g., exclusion, eligibility, financial criteria explicitly 'not detailed')
Sustainability70/100

The tender has a strong inherent social focus, aiming to mitigate poverty's impact on learners and support schools. This aligns well with social sustainability goals. However, there is no explicit mention of green procurement aspects, innovation focus, or EU funding, which typically encourages higher sustainability standards.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear and unambiguous service description
Value, duration, and contract start date are specified
Tender is 'Divided into Parts', promoting broader participation
Strong social focus as the core objective
CPV code and procedure type are clearly defined

Concerns

Critical absence of mandatory exclusion grounds, eligibility, and financial requirements
No evaluation criteria specified, severely impacting transparency and fairness
Lack of e-submission support, hindering accessibility and practicality
Missing comprehensive tender specification document, relying on general notices and OCDS data
Missing tender reveal date

Recommendations

1. Publish a comprehensive tender specification document detailing all mandatory exclusion grounds, eligibility, financial requirements, and clear evaluation criteria.
2. Implement an e-submission platform to enhance accessibility, fairness, and efficiency of the procurement process.
3. Provide a clear tender reveal date to ensure transparency regarding the preparation period for bidders.
