Good

Tender Quality Score

This tender for connectivity and security services is generally well-structured with clear objectives and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on the submission process beyond the ITT pack.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a CPV code, estimated value, and a clear procedure type. The deadline, while present, is noted as potentially short in the general checks, but the provided date is far in the future. The absence of explicit dispute information is positive. The main weakness is the lack of specified evaluation criteria, which is a significant omission for legal compliance in a tender process.

No evaluation criteria specified
Clarity80/100

The description provides a good overview of the Trust's mission, context, and digital strategy, clearly outlining the need for connectivity and security services. Key deliverables are listed, and the AI-extracted requirements are specific. However, the statement that 'Further details about the solution requirements will be provided to those bidders who are shortlisted' indicates that crucial information is withheld from initial view.

Further solution requirements are only provided to shortlisted bidders
Completeness70/100

Most basic information is present, including title, organization, estimated value, duration, and contract start date. The CPV code is provided. However, the lack of accessible tender documents with content and the withholding of detailed solution requirements until the shortlist stage significantly impact completeness for initial assessment.

No document content available for initial review
Detailed solution requirements are not publicly available
Fairness85/100

The tender appears fair by disclosing the estimated value and providing a clear procedure. The requirements are generally objective and focused on service delivery. The absence of TUPE requirements is noted. The main concern is the lack of transparency regarding evaluation criteria, which could impact fairness if not clearly defined later.

Practicality65/100

The tender specifies a contract duration and start date. However, the absence of information regarding e-submission and the URL for documents makes the practical aspects of the submission process unclear. The financing information is not explicitly detailed.

No e-submission method specified
No URL for tender documents provided
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract duration are populated. The dates provided (submission deadline and contract start) are consistent. There are no indications of suspension or disputes. The CPV code is relevant.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation, or EU funding. This indicates a lack of focus on sustainability criteria within the current tender information.

No mention of green procurement
No mention of social criteria

Strengths
