Original Tender Description

Warwickshire County Council (WCC) intends to establish a 3 year contract for the delivery of Cycle Training across Warwickshire. Funding for this service is provided to WCC by the Bikeability Trust and Active Travel England (ATE), with WCC acting as the Grant Recipient. The Council seeks to appoint either one Provider for both Lots or two separate Providers, with one Provider appointed per Lot. The contract comprises two Lots, each covering multiple districts and boroughs: Lot 1 - North Warwickshire: North Warwickshire Borough, Nuneaton and Bedworth Borough, and Rugby Borough. Lot 2 - South Warwickshire: Warwick District and Stratford District. The appointed Provider for each Lot will be required to deliver a full programme of cycle training throughout the calendar year, not limited to school term time. Training delivery must include: All schools located within the Lot One-to-one training courses Community training programmes, including holiday courses The contract will have an initial term running from 1 April 2026 to 31 March 2027 in line with the grant funding for cycle training from the Bikeability Trust. The total estimated budget for delivering all Cycle Training across both Lots is £254,450 for the 2026/2027 period, based on the 2025/2026 allocation and subject to confirmation by Active Travel England (ATE). The Council will notify Providers of the confirmed annual funding allocation upon receipt from ATE. Allocation timing and value are outside the Council's control. Additional funding may be made available through the SEND and Inclusion funding streams. For the 2025/2026 period, allocations included £2,501 SEND funding and £10,704 Inclusion funding. However, Grants have advised that the overall amount available for SEND and Inclusion is likely to be lower than in the previous grant period, so these figures may decrease accordingly. Funding for each Lot will be allocated based on the proportion of Year 6 pupils eligible for Level 2 training, in line with ATE targets to achieve 80% coverage. The same proportional division will apply to Level 1, Level 3, Plus Learn and Plus Balance courses. All programmes must be delivered via a combination of: School-based sessions Community training sessions One-to-one community training

Tender Quality Score

This tender provides a clear service description and lot structure but is significantly hampered by the complete absence of evaluation criteria, a major discrepancy in estimated value, and a lack of comprehensive tender documentation.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV codes are correctly assigned, and the 28-day submission period is generally reasonable. However, the missing reveal date, absence of explicitly stated mandatory exclusion grounds, and lack of evaluation criteria are significant legal compliance gaps.

Missing reveal date for full submission period assessment
No mandatory exclusion grounds explicitly stated
Clarity60/100

The service description, scope, and lot division are clear, as is the transparency regarding external funding dependencies. However, the complete absence of evaluation criteria and lack of detailed performance conditions significantly reduce the overall clarity for potential bidders.

No evaluation criteria specified
Lack of detailed performance conditions
Completeness65/100

Basic information, deadlines, and duration are provided, and the service scope is well-described. However, there is a significant discrepancy between the estimated EUR value and the GBP budget mentioned, and critical tender documents (e.g., ITT, specification) are not listed as 'Required', indicating potential incompleteness.

Significant discrepancy between estimated EUR value and GBP budget
No comprehensive tender documents listed as 'Required'
Fairness55/100

The division into lots and generic requirements promote competition. However, the complete absence of evaluation criteria is a critical flaw for fairness, as bidders cannot understand how proposals will be judged. The lack of e-submission and the value discrepancy also detract from transparency and equal access.

No evaluation criteria specified
No e-submission supported
Practicality65/100

Contract start date and duration are clearly specified, and financing information is transparently presented, including dependencies. However, the lack of electronic submission support and the ambiguity regarding comprehensive tender documents reduce the practicality for bidders.

No electronic submission supported
Ambiguity regarding comprehensive tender documents (all listed as 'Required: No')
Data Consistency50/100

While most key fields are populated and dates are logical, a major inconsistency exists between the stated Estimated Value in EUR and the detailed budget information in GBP for the contract duration. Missing codes for 'Type' and 'Procedure' also contribute to minor inconsistencies.

Significant discrepancy between Estimated Value (EUR) and detailed budget (GBP)
Missing codes for 'Type' and 'Procedure'
Sustainability20/100

The tender explicitly lacks any mention of green procurement, social aspects, or innovation focus, which are standard considerations for modern public procurement practices.

No green procurement criteria
No social criteria

Strengths

Concerns
