Original Tender Description

The YGTs are testing a new regional approach and providing young people in YGT areas with early access to the Youth Guarantee. Importantly, the Trailblazers will provide evidence to inform the policy’s ongoing development at a national level. The Trailblazers are the government’s approach to designing, implementing, testing, and evaluating the Youth Guarantee. The YGT will test how local leadership and accountability, and existing support, can be integrated into a cohesive education, training, and employment support offer for young people.

Tender Quality Score

This tender for Youth Guarantee project evaluation is well-described with key financial and timeline details, but critically lacks explicit evaluation criteria and specific mandatory exclusion grounds, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV codes are clearly defined, and there are no reported disputes or suspensions. However, the absence of a clear reveal date and the lack of specific mandatory exclusion grounds in the provided summary represent minor compliance gaps.

Missing tender reveal date
No specific mandatory exclusion grounds detailed
Clarity80/100

The project description is clear and unambiguous, and the AI-extracted requirements are understandable. However, the critical absence of specified evaluation criteria significantly reduces the clarity regarding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information, including title, reference, organization, value, duration, and location, is provided. Documents are attached and summarized. Nevertheless, the explicit lack of evaluation criteria and the 'no specific' for mandatory exclusion grounds and financial requirements indicate notable gaps in completeness.

Missing evaluation criteria
No specific mandatory exclusion grounds detailed
Fairness85/100

The tender value is disclosed, and electronic submission via the Atamis portal is indicated, promoting equal access. The SME eligibility requirement, while specific, is a common policy choice. However, the critical absence of evaluation criteria severely undermines the objectivity and transparency essential for a fair procurement process.

Missing evaluation criteria
Practicality65/100

Electronic submission is supported, and key dates like contract start and duration are clearly specified. However, the absence of a direct document URL in the provided text and limited detailed financing information slightly reduce the overall practicality for potential bidders.

No direct document URL provided
Limited detailed financing information
Data Consistency90/100

Key fields are largely populated, and dates are logical and consistent. There are no reported suspensions or disputes. Minor empty fields for 'Liable Person' and procedure codes do not significantly impact overall data consistency.

Empty 'Liable Person' field
Empty 'Type Code' and 'Procedure Code' fields
Sustainability50/100

While the Youth Guarantee project itself has strong social objectives, the tender for the evaluation service does not explicitly incorporate green, social, or innovation criteria for the service provider or the procurement process, representing a missed opportunity.

No explicit green procurement criteria
No explicit social criteria for the service provider

Strengths

Clear project description and purpose
Key financial and timeline details (value, duration, start date) are provided
Electronic submission via Atamis portal is indicated
Documents are available and summarized
The tender addresses a socially relevant initiative (Youth Guarantee)

Concerns

Critical absence of explicit evaluation criteria
Lack of specific mandatory exclusion grounds and financial requirements
Missing tender reveal date
No explicit integration of green, social (beyond project scope), or innovation criteria for the service itself
Contradiction regarding e-submission between AI-extracted requirements and automated check

Recommendations

1. Clearly define and publish detailed evaluation criteria to ensure transparency and fairness.
2. Provide explicit mandatory exclusion grounds and, if applicable, specific financial requirements.
3. Integrate sustainability (green, social, innovation) criteria into the tender requirements for the service provider.
