Original Tender Description

The UKAEA Health Physics Laboratory provides analysis of tritium contaminated smears, air samples and liquids from facilities across the Culham site. In addition, gaseous stack discharge samples are also processed. Tritium is measured via LSC techniques. There is potential for Alpha or Beta contamination of tritium samples, although these contamination levels are very low, it is critical that the laboratory’s analytical capabilities are maintained to continue the support of UKAEA’s mission and goals. The Health Physics Laboratory requires some of their Liquid Scintillation Counters (LSCs) to be upgraded to new ones in a phased programme of replacement, by gradually phasing out end-of-life equipment. There are three LSC counters in laboratory facilities, in need to be replaced. This tender presents the technical specification for procurement of three Liquid Scintillation Counters, and provides details of the requirements to supply, install, commission, and provide training.

Tender Quality Score

This tender presents a clear technical need but suffers from significant gaps in critical procurement information, particularly regarding evaluation criteria and e-submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the AI-extracted information indicates a lack of explicitly mentioned mandatory exclusion grounds and eligibility requirements, which are fundamental for legal transparency. The missing reveal date also impacts full transparency.

Missing explicit mandatory exclusion grounds
Missing explicit eligibility requirements
Clarity65/100

The technical description of the requirement for Liquid Scintillation Counters is clear and unambiguous. The AI-extracted technical capabilities are also well-defined. However, the tender explicitly lacks specified evaluation criteria, and other requirements (eligibility, financial, submission) are not detailed, significantly reducing overall clarity for potential bidders.

Missing evaluation criteria
Vague eligibility and submission requirements
Completeness60/100

The tender includes essential basic information such as title, reference, organization, estimated value, duration, and contract start date. Documents are listed and summarized. However, critical elements like explicit evaluation criteria, detailed mandatory exclusion grounds, and comprehensive eligibility requirements are noted as missing or not explicitly defined in the provided information.

Missing evaluation criteria
Lack of explicit mandatory exclusion grounds
Fairness55/100

The estimated value is disclosed, and the technical requirements appear functional rather than tailored to a specific company. However, the absence of explicit and objective evaluation criteria creates a significant risk of subjective assessment, undermining fairness. Furthermore, the lack of electronic submission capabilities ("No e-submission") presents a barrier to equal access for all potential bidders.

Missing evaluation criteria
No e-submission
Practicality50/100

The contract start date and duration are clearly specified, which aids planning. However, the most significant practical drawback is the reported lack of electronic submission support. In contemporary procurement, this can create unnecessary administrative burden and hinder participation.

No e-submission
Data Consistency75/100

Key dates are logical and consistent, and there are no reported suspensions or disputes. Most essential fields are populated. Minor inconsistencies include an empty 'Liable Person' field and missing specific codes for the 'Type' and 'Procedure' fields. The AI also noted the absence of explicit exclusion/eligibility grounds.

Empty 'Liable Person' field
Missing specific codes for Type/Procedure
Sustainability20/100

The tender information provided does not indicate any focus on green procurement, social aspects, or innovation. It is also not EU funded, which often correlates with higher sustainability standards. This suggests a complete absence of sustainability considerations in the tender design.

Not green procurement
No social criteria

Strengths

Clear technical description of the required equipment and services
Estimated value, contract duration, and start date are clearly specified
Relevant CPV code and NUTS code are provided
Documents are available and summarized
Open procedure type is clearly defined

Concerns

Critical absence of explicit evaluation criteria
Lack of explicit mandatory exclusion grounds and eligibility requirements
No support for electronic submission (e-submission)
Complete absence of sustainability, social, or innovation considerations
Missing reveal date and some minor data fields (e.g., Liable Person)

Recommendations

1. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Explicitly state all mandatory exclusion grounds and eligibility requirements in the tender documentation.
3. Implement electronic submission capabilities to streamline the process and enhance bidder access.
