Original Tender Description

Great British Energy (“GBE”) is a company registered in Scotland, with the Secretary of State for the Department for Energy Security & Net Zero (“DESNZ”) being the sole shareholder. GBE will be a publicly owned energy generation company. It will invest in, develop, build and operate the technology the UK needs to increase its energy independence and give communities a direct stake in the clean energy revolution. It will do this through its own initiatives but also through partnering and working collaboratively with industry, local authorities and communities and other public sector organisations, to spread skilled jobs and investment across the country. GBE has identified that it will have a number of requirements where it would require external third-party support to help GBE carry out its functions. These requirements can fall into four broad thematic areas: Organisational set up support, First time process and operational design and delivery, Market entry advice, Business as usual bespoke technical support. A provisional pipeline of activity is included within the tender documents, and each activity will be the subject of a Commission to be delivered under the Contract. Knowledge sharing and building a sustainable business for GBE is a key component of Service deliverables also. GBE is seeking to place two Contracts to deliver these services, with a Supplier A and a Supplier B SHARING the £10m (including VAT) programme spend, with two Contracts to be awarded BOTH UP TO £10m (including VAT), hence £20m value in this Notice. To note the total value of Services to be delivered under this Contract is not £20m. Supplier A will deliver the bulk of the activity, unless there is a conflict of interest or resourcing issue at which point Supplier B would deliver a Commission. A Market Engagement Event occurred 10th December and feedback was obtained from attendees. As a result of this feedback there have been a number of changes to the initial scope, value and duration of the services presented at the event, as we sought to accommodate the market's comments and views.
