Score Breakdown

Legal Compliance100/100

The tender refers to 'MANDATORY EXCLUSION GROUNDS' and implies adherence to applicable public procurement regulations, indicating an awareness of legal obligations. Clarity40/100

Fairness60/100

The stated eligibility and technical requirements appear generic for the sector and do not immediately suggest tailoring for a specific company. The DPS structure itself promotes fairness by allowing new entrants throughout its duration. However, the critical absence of detailed evaluation criteria could lead to subjective assessment, potentially impacting fairness and transparency.

Practicality40/100

The concept of a DPS for temporary and interim staff is a practical approach for a large public body, offering flexibility and continuous market access. However, the lack of full documentation makes it impractical for bidders to prepare a robust application.
