Tender Quality Score

This tender offers a moderate level of detail for catering services, with clear operational requirements but significant information deferred to the full tender documents. Key areas for improvement include specification of evaluation criteria and provision of document content.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a clear procedure (competitive flexible procedure), a valid CPV code, and no apparent disputes. The deadline, while potentially short given the scope, is clearly stated. However, the absence of evaluation criteria and a missing reveal date are minor compliance concerns.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of services is reasonably clear, outlining the scope of catering, hospitality, and free issue requirements. The mention of TUPE regulations and pension scheme implications provides essential context. However, the reliance on the 'Invitation to Tender' document for crucial details like eligibility and financial requirements reduces overall clarity in this initial notice.

Key details deferred to separate tender documents
Completeness70/100

Basic information such as title, organization, estimated value, and duration is present. The reference number and CPV code are provided. However, the lack of accessible content for the tender documents (4 total are listed but none have content/summaries) and the deferral of critical requirements to the full tender document significantly impact completeness at this stage.

No document content available
Mandatory and eligibility requirements details missing
Fairness85/100

The tender uses an open procedure and an e-sourcing portal for response, which promotes fairness. The estimated value is disclosed, and the criteria are stated to be objective, though not detailed here. The CPV code is specific, and the procedure is competitive. There are no apparent tailored requirements to specific companies.

Practicality65/100

The use of an e-sourcing portal for response is a positive practical aspect. However, the contract start date is identical to the submission deadline, which is highly impractical for any bidder needing to prepare and submit a response. The absence of document URLs for direct download (only a portal link is provided) and the unclear financing information detract from practicality.

Contract start date same as submission deadline
No direct document URLs provided
Data Consistency90/100

Key fields such as title, organization, value, and dates are populated. There are no reported disputes. The timeline data (submission deadline and contract duration) is logically presented, with the contract start date aligning with the intended commencement after the deadline. However, the mismatch between submission deadline and contract start date creates an inconsistency in practical execution.

Contradictory timeline: contract start date = submission deadline
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation criteria. It is also not indicated as EU funded. This lack of focus on sustainability aspects results in a low score in this category.

No explicit mention of green, social, or innovation criteria

Strengths

Clear operational scope and TUPE implications
Use of e-sourcing portal for response
Disclosed estimated value and CPV code
Open procedure and competitive flexible procedure

Concerns

Impractical timeline: contract start date matches submission deadline
Lack of accessible content for tender documents
Essential details (eligibility, financial, evaluation) deferred to ITT
No explicit sustainability considerations

Recommendations

1. Adjust contract start date to allow adequate time post-submission deadline.
2. Provide access to full tender documents or at least summaries.
3. Clearly state evaluation criteria in the initial notice.
