Original Tender Description

The Butterfly House and Centre for Understanding the Environment (CUE) are located within the wider Horniman Gardens site, which is a Grade II listed Park and Garden. The CUE was constructed in 1995 and was originally intended as a temporary structure with an expected lifespan of 20 years. The Butterfly House was constructed in 2016 as glasshouse for tropical plants and butterflies. The Horniman wish to engage a Main Contractor who will manage and deliver the implementation of the decarbonisation of the above buildings in the listed setting. The works will be let on the basis of traditional JCT contract intermediate form without quantities, but with some contractor design elements. As part of the Horniman's Climate and Ecology Manifesto we have made a commitment to become Greenhouse Gas Neutral by 2040. The key objective of this project is to move us towards this goal by doing the following: • Butterfly House: Replacing the gas cabinet air heater with air-to-air Air Source Heat Pumps (ASHPs). • Butterfly House: Thermal performance and air tightness improvement by replacing existing glass and acrylic with triple layer polycarbonate cladding to existing steel structure with new aluminum glazing bars, window and vents. • Butterfly House: Thermal performance and carbon reduction by installation of new trench heating with new Air Handling Unit and visitor path surface or as an alternative an fan-coil system • CUE: Replacing the gas boiler in the Centre for Understanding the Environment (CUE) building with air-to-water Air Source Heat Pumps. • CUE: Improve the thermal performance and air tightness improvement by draught proofing and thermal bridge mitigation including floor, wall and roof new thermal insulation. • CUE: Install Mechanical Ventilation Heat Recovery (MVHR) • Upgrading the electrical cables inside both the Butterfly House and CUE building.

Tender Quality Score

This tender for the CUE & Butterfly House Decarbonisation project is generally well-structured, with clear technical requirements and a defined scope. Key areas for improvement include the availability of tender documents, explicit evaluation criteria, and a more streamlined e-submission process.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with standard procurement procedures, including the use of a proper CPV code and a competitive flexible procedure. Deadlines, while potentially tight given the scope, are present. There is no indication of disputes or regulatory non-compliance within the provided text.

Clarity80/100

The description of the project's objectives and the specific decarbonisation works required is clear and detailed. Technical requirements are well-defined, specifying the type of systems and improvements needed. The contract form (JCT intermediate form without quantities) is also clearly stated.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, critical tender documents are not accessible, and crucial information such as reveal date and evaluation criteria is missing, impacting the completeness score.

No document content available
Missing evaluation criteria
Fairness85/100

The tender generally promotes fairness by disclosing the estimated value and specifying objective technical requirements. The use of a competitive flexible procedure suggests an open process. However, the lack of readily available tender documents and explicit evaluation criteria could potentially hinder equal access for all potential bidders.

No document content available
Missing evaluation criteria
Practicality65/100

The tender specifies a contract start date that coincides with the submission deadline, which is impractical. The lack of explicit mention of e-submission and the absence of accessible tender documents make the submission process less practical. Financing information is not detailed.

Contract start date coincides with submission deadline
No e-submission mentioned
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated logically. There are no indications of suspension or disputes. The contract start date, though impractical in relation to the submission deadline, is present and consistent with other date fields.

Sustainability50/100

The project's core objective is decarbonisation, aligning with environmental goals. However, there is no explicit mention of green procurement criteria beyond the project's inherent nature, social aspects, or innovation focus. It is also not indicated as EU-funded.

Not green procurement
No social criteria
