Original Tender Description

Warwickshire County Council (WCC) intends to establish a 3 year contract for the delivery of Cycle Training across Warwickshire. Funding for this service is provided to WCC by the Bikeability Trust and Active Travel England (ATE), with WCC acting as the Grant Recipient. The Council seeks to appoint either one Provider for both Lots or two separate Providers, with one Provider appointed per Lot. The contract comprises two Lots, each covering multiple districts and boroughs: Lot 1 - North Warwickshire: North Warwickshire Borough, Nuneaton and Bedworth Borough, and Rugby Borough. Lot 2 - South Warwickshire: Warwick District and Stratford District. The appointed Provider for each Lot will be required to deliver a full programme of cycle training throughout the calendar year, not limited to school term time. Training delivery must include: All schools located within the Lot, One-to-one training courses, Community training programmes, including holiday courses. The contract will have an initial term running from 1 April 2026 to 31 March 2027 in line with the grant funding for cycle training from the Bikeability Trust. The total estimated budget for delivering all Cycle Training across both Lots is £254,450 for the 2026/2027 period, based on the 2025/2026 allocation and subject to confirmation by Active Travel England (ATE). The Council will notify Providers of the confirmed annual funding allocation upon receipt from ATE. Allocation timing and value are outside the Council's control. Additional funding may be made available through the SEND and Inclusion funding streams. For the 2025/2026 period, allocations included £2,501 SEND funding and £10,704 Inclusion funding. However, Grants have advised that the overall amount available for SEND and Inclusion is likely to be lower than in the previous grant period, so these figures may decrease accordingly. Funding for each Lot will be allocated based on the proportion of Year 6 pupils eligible for Level 2 training, in line with ATE targets to achieve 80% coverage. The same proportional division will apply to Level 1, Level 3, Plus Learn and Plus Balance courses. All programmes must be delivered via a combination of: School-based sessions, Community training sessions, One-to-one community training.

Tender Quality Score

This tender clearly outlines the scope of cycle training services across two lots but is significantly hampered by the absence of evaluation criteria and mandatory exclusion grounds, alongside a failed primary document download.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure and CPV codes correctly, and no disputes are noted. However, the absence of explicitly stated mandatory exclusion grounds and evaluation criteria, coupled with a missing reveal date and a failed primary document download, are significant compliance deficiencies.

Missing reveal date
No mandatory exclusion grounds explicitly stated
Clarity80/100

The service description and AI-extracted requirements are clear and unambiguous, detailing the scope, funding, and delivery methods. However, the complete absence of evaluation criteria is a critical omission that severely impacts the clarity for potential bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information, deadlines, value, and duration are provided. However, the tender lacks explicit evaluation criteria and mandatory exclusion grounds. The failure to download the 'Tender Notice' document also represents a significant gap in the overall completeness of accessible information.

No evaluation criteria specified
No mandatory exclusion grounds explicitly stated
Fairness85/100

The tender's requirements do not appear tailored, and the value is disclosed. However, the absence of evaluation criteria severely compromises transparency and objectivity. The lack of full document access due to a failed download and the absence of e-submission also detract from equal access and fairness.

No evaluation criteria specified
Primary 'Tender Notice' document failed to download
Practicality65/100

The contract start date, duration, and financing details are clearly specified, including potential funding fluctuations. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No e-submission
Data Consistency90/100

Key dates and financial figures are largely consistent, with the estimated total value aligning broadly with the annual budget over the contract term. Minor inconsistencies include empty fields for 'Liable Person' and procedure codes, and a slight discrepancy in the stated contract duration (3 vs. potentially 5 years in document summaries).

Empty 'Liable Person' field
Empty procedure codes
Sustainability50/100

The tender does not explicitly incorporate green procurement, social criteria for providers, or innovation focus. While the service itself addresses a social need (cycle training, including SEND/Inclusion), these are not framed as sustainability requirements for the procurement process or the provider's operations.

No explicit green procurement criteria
No explicit social criteria for providers

Strengths

Clear and detailed service description, including lot structure
Estimated value, duration, and contract start date are specified
CPV code is appropriate and procedure type is defined
Requirements are well-articulated (AI-extracted)
Funding sources and annual budget details are provided

Concerns

Absence of evaluation criteria is a critical flaw
No mandatory exclusion grounds explicitly stated
Primary 'Tender Notice' document failed to download
Lack of electronic submission support
No explicit sustainability (green, social, innovation) criteria

Recommendations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Ensure all tender documents are accessible and explicitly state mandatory exclusion grounds.
3. Implement electronic submission for improved practicality and equal access.
