Tender Quality Score

This tender presents a moderate quality assessment, with clear scope but significant deficiencies in transparency regarding evaluation criteria and internal data consistency. While basic information is present, critical details for fair competition are lacking.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies the procedure type and CPV codes. However, the absence of an explicit reveal date and the lack of specific mandatory exclusion grounds in the provided summary are notable omissions that could impact full legal compliance.

•Missing tender reveal date
•No specific mandatory exclusion grounds explicitly mentioned in the provided information
Clarity60/100

The description of the goods and geographical scope is clear. Nevertheless, a direct contradiction regarding the division into 'Lots' and the complete absence of evaluation criteria significantly reduce the clarity for potential bidders.

•Contradiction regarding 'Lots' (Framework is NOT divided into lots vs. further details on each of the Lots)
•Missing evaluation criteria
Completeness65/100

Basic information, estimated value, and key dates are provided, and documents are accessible. However, the lack of explicit evaluation criteria, mandatory exclusion grounds, and detailed financial requirements (in the summary) represents significant gaps in completeness.

•Missing evaluation criteria
•No specific mandatory exclusion grounds explicitly mentioned in the provided information
Fairness50/100

While document access and e-procurement are supported, the critical absence of evaluation criteria severely compromises the objectivity and transparency of the process, making it difficult for bidders to prepare competitive and relevant proposals.

•Missing evaluation criteria
Practicality70/100

Electronic submission is supported via a dedicated portal, and key dates (submission, contract start, duration) are clearly stated. The URL for the e-procurement portal is also provided.

•No specific financial requirements for bidders explicitly mentioned in the provided information
Data Consistency60/100

A significant inconsistency exists regarding whether the framework is divided into 'Lots'. The 'Liable Person' field is empty, and the tender reveal date is missing, indicating minor data population gaps.

•Contradiction regarding 'Lots' (Framework is NOT divided into lots vs. further details on each of the Lots)
•Missing 'Liable Person' field
Sustainability60/100

The inclusion of BioLPG is a positive step towards environmental considerations and a minor innovation focus. However, the tender lacks broader social criteria or a more comprehensive sustainability strategy beyond this specific product.

•No explicit social criteria mentioned
•Limited broader sustainability focus beyond BioLPG

Strengths

Clear description of goods and geographical scope
Use of an e-procurement portal for access and questions
Estimated value, contract duration, and start date are specified
Inclusion of BioLPG supports environmental considerations
Requirements for compliance with industry standards (LGUK CoPs, HSE guidance) are clear

Concerns

Critical absence of evaluation criteria, impacting fairness and clarity
Direct contradiction regarding the division of the framework into 'Lots'
Lack of explicit mandatory exclusion grounds and detailed financial requirements in the summary
Missing tender reveal date and 'Liable Person' information
Limited focus on broader social and environmental sustainability aspects

Recommendations

1. Explicitly state all evaluation criteria and detailed financial requirements within the tender documentation to ensure transparency and fairness.
2. Resolve the contradiction regarding the division of the framework into 'Lots' to improve clarity and data consistency.
3. Ensure all mandatory legal requirements, including specific exclusion grounds, are clearly articulated in the tender notice and documents.
