Tender Quality Score

This tender for an Artists in Residence Mural Scheme is generally well-structured, with clear objectives and a defined scope. However, it lacks specific evaluation criteria and details on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a clear CPV code and a defined procedure for an open competition below the threshold. Deadlines are provided, though the submission deadline might be considered short given the nature of the project. No disputes are reported.

Clarity80/100

The description of the project is clear, outlining the objective of enhancing the public realm and celebrating local identity. Eligibility and technical capability requirements are generally stated, though specific details are deferred to the CfT documents.

Completeness70/100

Essential information such as the estimated value, contract duration, and start date are present. However, the absence of available content for the tender documents is a significant drawback, preventing a full assessment of completeness. The AI-extracted requirements indicate that detailed information is expected within these documents.

No document content available
Fairness85/100

The tender is an open competition, promoting fairness. The estimated value is disclosed, and the submission is mandated through a specific e-procurement platform (etendersNI), which is a standard practice. No requirements appear to be tailored to specific companies.

Practicality65/100

The requirement to submit via etendersNI is practical for e-procurement. However, the lack of readily available document content hinders practical assessment. The contract start date is specified, but financing information is not explicitly detailed.

No e-submission (content not available for review)
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated logically. The status is active, and there are no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which limits the assessment of sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear project objective and scope
Open competition procedure
Defined CPV code and estimated value
Mandatory e-submission via etendersNI

Concerns

Lack of available tender document content
Missing specific evaluation criteria
Limited information on sustainability aspects

Recommendations

1. Provide full access to tender documents for a comprehensive review.
2. Specify evaluation criteria to ensure transparency and fairness.
3. Incorporate sustainability considerations into the tender requirements.
