Tender Quality Score

This tender for a regional smokefree communications campaign is generally well-structured, with clear objectives and a defined scope. However, it lacks specific evaluation criteria and details on e-submission, impacting its overall practicality and completeness.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and provides a CPV code. Deadlines are specified, though the submission deadline might be considered tight given the complexity. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of the programme and the campaign's purpose is clear. Requirements for technical capability are reasonably detailed, outlining the need for experience in advertising, behavioural science, and public health campaigns. However, the absence of explicit evaluation criteria reduces overall clarity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including estimated value, duration, and start date. The CPV code is provided. However, the lack of content for the tender documents and the absence of detailed financial requirements for bidders are notable omissions.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. The requirements are generally objective and focused on capability. There's no indication of tailoring to specific companies. The availability of market engagement event materials promotes transparency.

Practicality65/100

The tender specifies a contract start date and duration. However, the lack of explicit e-submission details and the absence of information regarding financing for the bidders reduce its practicality. The requirement for bids in multiple languages (English, Estonian, Latvian, Polish, Lithuanian) is unusual for a UK-based tender and may pose a practical challenge.

No e-submission
Bids must be provided in English, Estonian, Latvian, Polish, and Lithuanian
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. Dates are logical, and there are no reported suspensions or disputes. The contract start date is after the submission deadline.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is also not indicated as EU funded, which limits the sustainability score.

Not green procurement
No social criteria
