Original Tender Description

The Contracting Authority is seeking to procure enterprise-grade switching, wireless, and associated licences/support services. Suppliers must be authorised Aruba partners or otherwise demonstrate the ability to provide genuine equipment with full manufacturer warranty and support entitlement. The Authority operates an existing Aruba network environment which has been deployed following Department for Education investment across our Trust estate. The purpose of this procurement is to expand and enhance that existing infrastructure. Solutions must therefore be compatible with the existing Aruba Central and ClearPass environment to maintain a consistent and centrally managed network architecture. The Authority requires interoperability with its existing Aruba Central and ClearPass platforms to avoid operational duplication and to maintain centralised management across the Trust estate. For the avoidance of doubt, interoperability means that proposed equipment must be capable of operating alongside the Authority's existing switching, wireless, and network access control platforms during a staged migration and must not require the introduction of a parallel network management platform for day-to-day operations.

Tender Quality Score

This tender for network infrastructure is generally well-structured, with clear technical requirements and a disclosed estimated value. However, it lacks detailed evaluation criteria and specific submission instructions, and the short submission deadline is a concern.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline appears very short. No disputes are noted. Regulatory compliance is assumed based on the information provided, but the absence of a reveal date is a minor issue.

Submission deadline may be too short (3 days).
Clarity80/100

The description of the required enterprise network switching and wireless infrastructure is clear, particularly regarding the need for compatibility with the existing Aruba Central and ClearPass environment. Technical capability requirements are well-defined, emphasizing interoperability and avoiding parallel management platforms.

Completeness70/100

Basic information such as title, organization, estimated value, and contract duration is present. However, crucial details like evaluation criteria and specific submission requirements are missing. The number of tender documents is stated, but their content is not accessible, impacting completeness.

No evaluation criteria specified.
No document content available.
Fairness85/100

The tender is open, and the estimated value is disclosed. While the requirement for authorized Aruba partners or demonstrable ability to provide genuine equipment with warranty is specific, it is justified by the existing infrastructure. The criteria appear objective, and the use of e-procurement is implied.

Practicality65/100

The tender specifies a contract start date and duration. However, it lacks explicit information on financing and does not clearly indicate an e-submission process, which could hinder practical participation for some suppliers.

No clear indication of e-submission process.
Financing information not detailed.
Data Consistency90/100

Key fields such as title, organization, estimated value, CPV code, and dates are populated. There are no reported disputes or suspensions. The dates provided are logically sequenced, with the contract start date following the submission deadline.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation focus, or EU funding, which are common elements in modern public procurement to promote sustainability.

Not green procurement.
No social criteria mentioned.

Strengths

Clear technical requirements and compatibility needs.
Disclosed estimated value and contract duration.
Open procedure with a specified CPV code.
Existing Aruba network context provides clear direction.

Concerns

Very short submission deadline (3 days).
Absence of specified evaluation criteria.
Lack of accessible tender document content.
Unclear e-submission process.

Recommendations

1. Extend the submission deadline to allow adequate time for preparation.
2. Publish detailed evaluation criteria to ensure transparency.
3. Provide access to the content of all tender documents.
