70%
Estimated Win ProbabilityModerate Fit

This tender for medical device testing and calibration services presents a strong opportunity for specialized providers. A winning strategy will focus on demonstrating technical expertise, reliability, and a deep understanding of medical device regulations, particularly within the three distinct service lots. While social value and innovation are not explicitly stated, incorporating them can provide a competitive edge.

Key Winning Messages

Uncompromising Safety and Compliance: Ensuring the highest standards of electrical safety and regulatory compliance for Jūrmala Hospital's critical medical equipment.

Technical Excellence and Specialization: Leveraging deep expertise in the specific testing, calibration, and verification needs of medical and radiological devices, as well as measuring instruments.

Reliable Partnership for Operational Continuity: Providing a dependable service that minimizes downtime and supports the efficient operation of Jūrmala Hospital.

Key Opportunities
The tender is split into three distinct lots, allowing bidders to specialize or offer comprehensive solutions across multiple areas.
The absence of specified evaluation criteria suggests that a strong technical and financial proposal, coupled with demonstrable experience, will be paramount.
The 24-month contract duration provides a stable revenue stream for the successful bidder.
Key Challenges
The lack of specified evaluation criteria makes it difficult to precisely tailor the bid to maximize scoring. Bidders must infer the most important factors.

Focus on demonstrating superior technical competence, a robust quality assurance system, and competitive pricing. Highlight experience and accreditations that directly address the implied needs of medical device safety and accuracy.

Potential for strong competition, especially if multiple bidders have expertise across all three lots.

Clearly articulate unique selling propositions, such as specialized accreditations, advanced testing methodologies, or a highly responsive service model. Consider offering a bundled discount or integrated service approach if bidding on multiple lots.

The requirement to bid on full lots only, without the ability to subdivide, necessitates a careful assessment of capacity and resource allocation for each lot.

Conduct a thorough internal assessment of capabilities and resources for each lot. If bidding on multiple lots, ensure seamless integration of services and reporting. If capacity is limited for a specific lot, consider strategic partnerships or subcontracting (if permitted by tender rules).

Ideal Bidder Profile
An established provider of medical device maintenance, testing, and calibration services with a proven track record, accredited personnel, and robust quality management systems. The ideal bidder will have experience with a diverse range of medical equipment, including radiological devices and measuring instruments, and possess the capacity to service all three lots independently or as a consortium.
Key Requirements
Compliance with all mandatory exclusion grounds as detailed in Part 2.
Demonstrated technical capability for electrical safety testing, calibration, and verification of medical devices.
Ability to provide services for one or more of the three distinct lots (Medical Device Testing, Radiological Device Testing, Measuring Instrument Recalibration/Verification).
Adherence to the technical specifications and contract project outlined in the tender documents.
Submission of a complete offer for the entirety of a chosen lot; no partial lot bids allowed.
Key Discriminators
Accreditations and certifications specific to medical device testing and calibration (e.g., ISO 17025 for calibration labs, specific medical device safety standards).
Demonstrated experience with the types of medical and radiological equipment likely used by a hospital of Jūrmala's size and specialization.
A proactive approach to service, including preventative maintenance recommendations and efficient reporting mechanisms.
A highly responsive and flexible service delivery model to accommodate urgent needs.
A strong understanding of Latvian medical device regulations and standards.
Social Value Opportunities
Commitment to employing and training local personnel, particularly individuals from disadvantaged backgrounds, for roles within the service delivery team.
Implementation of environmentally friendly practices in service delivery, such as waste reduction in calibration processes and efficient travel planning.
Donation of refurbished or surplus testing equipment to vocational training institutions in Latvia.
Bid Focus Areas

Tender Quality Score

This tender for medical device services has a clear scope and well-defined procedural aspects. However, it is significantly hampered by a lack of transparency and fairness, primarily due to the undisclosed estimated value, restricted document access, and critically, the absence of specified evaluation criteria, which could impede fair competition.

Score Breakdown

Legal Compliance75/100

The tender defines a clear open procedure, assigns an appropriate CPV code, and provides a reasonable submission deadline. Mandatory exclusion grounds are mentioned, indicating compliance with basic legal requirements. However, the 'Restricted document access' flag and undisclosed estimated value raise concerns regarding full transparency and compliance with disclosure principles.

•Restricted document access
•Estimated value not disclosed
Clarity60/100

The description of the procurement subject and its division into three parts is clear and understandable. Technical specifications are provided for each part. However, the critical absence of specified evaluation criteria significantly reduces clarity for potential bidders on how their proposals will be assessed.

•Missing evaluation criteria
Completeness65/100

Most basic information, such as title, organization, reference, type, procedure, and duration, is present. Documents are listed, and location is specified. Nevertheless, the estimated value is not disclosed, and crucially, evaluation criteria are missing, which are significant gaps in completeness.

•Estimated value not disclosed
•Missing evaluation criteria
Fairness55/100

While the tender uses an open procedure, enables e-procurement, and provides a reasonable deadline, fairness is severely compromised by the 'Restricted document access' and the 'Missing evaluation criteria'. The undisclosed estimated value further reduces transparency, making it difficult for bidders to prepare competitive offers on an equal footing. No evidence of tailoring to a specific company was found.

•Missing evaluation criteria
•Restricted document access
Practicality70/100

The tender supports electronic submission, which is a positive practical aspect. The contract duration is clearly specified. However, the 'Restricted document access' could pose practical challenges for bidders, and specific financing information beyond the undisclosed value is not available.

•Restricted document access
•No explicit contract start date (beyond 'entry into force')
Data Consistency90/100

The key fields are largely populated, and the dates provided (reveal, submission, opening) are logical and consistent. There are no reported disputes or suspensions, indicating good data integrity.

Sustainability20/100

The tender does not indicate any focus on green procurement, social aspects, or innovation. It is also not identified as EU-funded, which often correlates with higher sustainability standards.

•Not green procurement
•No social criteria

Strengths

Clear description of the procurement subject and its division into parts
Open procedure type and reasonable submission deadline
E-procurement enabled, promoting accessibility
Logical and consistent timeline data
Contract duration and location clearly specified

Concerns

Missing evaluation criteria, severely impacting clarity and fairness
Estimated value not disclosed, reducing transparency
Restricted document access, potentially hindering equal information access
No focus on sustainability, social aspects, or innovation
AI-extracted requirements are very limited, suggesting the full scope of requirements might not be easily machine-readable or fully available

Recommendations

1. Immediately publish clear and objective evaluation criteria to ensure transparency and fairness for all bidders.
2. Disclose the estimated contract value to provide bidders with essential financial context and improve transparency.
3. Ensure full and unrestricted access to all tender documents for all potential bidders to guarantee equal information access.
