Original Tender Description

Comberton’s overriding aim is for Students to become ‘caring, confident and capable’. The School’s Students conduct themselves incredibly well and are fantastic ambassadors for CVC; they contribute to the calm, purposeful environment that is characteristic of the School. However, academic achievement is far from Comberton’s only focus; the School believe wholeheartedly in ensuring that all Students, regardless of their background or need, access an exceptional range of experiences. The School are seeking Catering service providers to tender for the provision of all catering services presently offered within its catering outlets, including breakfast, morning break, lunch and all hospitality and free issue requirements. The contract will be for three years in duration, with the option to extend for a further one period of up to two years and with a commencement date of 01 August 2026. Full details will be included in the Invitation to Tender. TUPE regulations apply to this contract, which involves the transfer of existing catering staff, of which some may be members of the Local Government Pension Scheme, requiring arrangements to be made for 'Admitted Body' status with the relevant pension fund. Tender Quality Score

This tender notice provides a clear overview of the catering services required for Comberton Village College, demonstrating good practical accessibility and adherence to basic legal frameworks. However, the absence of detailed evaluation criteria and a specific liable person in this initial notice reduces its clarity, completeness, and fairness for potential bidders.

Score Breakdown

Legal Compliance75/100

The tender generally complies with national regulations, evidenced by the mention of TUPE and mandatory exclusion grounds. CPV and NUTS codes are correctly assigned. However, the procedure type codes are missing, and a specific 'Liable Person' is not identified, which are minor compliance gaps.

Missing 'Liable Person'
Clarity65/100

The description of the required catering services and the school's aims is clear. However, critical information such as detailed evaluation criteria and full performance conditions are explicitly stated to be included in the Invitation to Tender (ITT), not in this public notice, which reduces the clarity of the initial announcement.

Evaluation criteria not specified in the public notice
Performance conditions not detailed
Completeness70/100

Most basic information, including title, reference, organization, value, duration, and location, is provided. However, the tender lacks specific evaluation criteria and a named 'Liable Person'. The procedure codes are also missing, making the notice less complete for initial assessment.

Evaluation criteria not defined
Missing 'Liable Person'
Fairness60/100

The tender discloses the estimated value, enables e-procurement, and the requirements appear generic. The submission timeframe is reasonable. However, the absence of evaluation criteria in the public notice significantly impacts transparency and fairness, as bidders cannot fully assess their chances or tailor their initial approach without this crucial information.
