Tender Quality Score

This tender for waste treatment services is significantly hampered by the absence of full tender documents and evaluation criteria, raising serious concerns about fairness and completeness. While the service description is clear, critical information for bidders is missing.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure and CPV codes correctly. However, the absence of evaluation criteria and the missing tender reveal date are significant legal compliance issues, as bidders cannot fully understand the legal framework for submission and assessment.

•Missing evaluation criteria
•Missing tender reveal date
Clarity70/100

The description of the four LOTs, including scope, tonnage, delivery methods, and geographical requirements, is generally clear and understandable. However, the critical omission of evaluation criteria severely impacts the overall clarity for potential bidders.

•No evaluation criteria specified
Completeness40/100

Basic information like title, organization, value, and deadlines are present. However, the tender is critically incomplete due to the lack of accessible tender documents (0/5 documents with content) and the absence of evaluation criteria.

•No document content available
•Missing evaluation criteria
Fairness30/100

Fairness is severely compromised by the lack of accessible tender documents and the absence of transparent evaluation criteria. The highly specific geographical requirements for LOTs 1 and 2 (within 5 miles of specific postcodes) are particularly restrictive and could be perceived as tailoring, limiting competition significantly. The lack of e-submission also hinders equal access.

•No document content available
•No evaluation criteria specified
Practicality50/100

The tender specifies contract start dates and durations clearly. However, the lack of electronic submission options and the unavailability of actual tender documents make the process impractical for potential bidders.

•No e-submission
•No document URL/content available
Data Consistency90/100

Key dates are logical and consistent across the tender, including specific durations for each LOT. Most essential fields are populated, with only a minor omission of the 'Liable Person' field.

•'Liable Person' field is empty
Sustainability30/100

The tender focuses on waste treatment, which has environmental relevance. However, it does not include any explicit green procurement criteria, social aspects, or innovation focus beyond the basic requirement for Energy from Waste (EfW) for non-recyclable fractions. It is not EU funded.

•No explicit green procurement criteria
•No social criteria

Strengths

Clear description of service scope and LOTs
Value and key timelines are specified
CPV code is appropriate
Tender is divided into manageable LOTs

Concerns

Absence of full tender documents (0/5 with content)
Missing evaluation criteria
Highly restrictive geographical requirements for LOTs 1 & 2, potentially limiting competition
No electronic submission option
Lack of explicit sustainability, social, or innovation criteria

Recommendations

1. Immediately publish all tender documents and evaluation criteria to ensure transparency and legal compliance.
2. Review the geographical restrictions for LOTs 1 & 2 to ensure they are proportionate and do not unduly limit competition.
3. Implement an e-submission platform to facilitate broader and more efficient participation.
