Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for critical health physics services with a substantial estimated value and long duration. However, the assessment is significantly hampered by the complete absence of detailed tender documents and specific evaluation criteria for qualification.

Score Breakdown

Legal Compliance100/100

The use of a DPS is a legally permissible procurement procedure. However, the provided information lacks specific mandatory exclusion grounds and detailed financial requirements, which are fundamental for a robust and legally compliant qualification framework.

No specific mandatory exclusion grounds are detailed in the provided tender information.
No specific financial requirements are detailed in the provided tender information.
Clarity40/100

The description of services and categories, along with eligibility and technical capability requirements, is generally clear in terms of what is needed. However, the critical 'how' – the specific instructions, forms, and detailed specifications for demonstrating these capabilities – is entirely missing due to the absence of tender documents.

No document content available, hindering understanding of detailed requirements.
Missing evaluation criteria, making it unclear how capabilities will be assessed.
Completeness83/100

The provided tender information is highly incomplete for a comprehensive assessment. While the scope of services is outlined, crucial details for qualification, such as specific forms, required evidence, evaluation methodology, and full terms and conditions, are entirely absent.

No documents attached and no document content available.
Missing evaluation criteria for qualification.
Fairness80/100

The DPS structure inherently promotes fairness by allowing continuous market entry. However, the absence of detailed evaluation criteria and specific requirements (especially for financial standing and exclusion grounds) makes it difficult to ensure the qualification process will be applied objectively. The broad nature of 'demonstrate capability' without further guidance could lead to subjective assessments.

Missing evaluation criteria, which is crucial for objective assessment.
No specific mandatory exclusion grounds are detailed, risking inconsistent application.
Practicality40/100

For the procuring entities, a DPS offers flexibility and efficiency for recurring services. For potential suppliers, while the scope is clear, the complete lack of tender documents makes it impractical to prepare a submission. The long contract duration and high value indicate a significant opportunity.

No documents attached and no document content available, making submission preparation impractical.
Missing location information, which could be relevant for practical service delivery.
Data Consistency100/100

Within the provided text, the information regarding the description of services, eligibility, and technical capabilities appears consistent.

Sustainability0/100

The tender information does not include any specific green procurement or social criteria. This represents a missed opportunity to integrate sustainability objectives into a long-term, high-value procurement process.

No green procurement criteria specified.
No social criteria specified.

Strengths

Clear identification of services and categories.
Use of a Dynamic Purchasing System (DPS) for flexibility and continuous market access.
High estimated value and long contract duration, indicating a significant opportunity.
Collaborative procurement across multiple participating entities.

Concerns

Complete absence of detailed tender documents and content.
Missing specific evaluation criteria for qualification.
Lack of detailed mandatory exclusion grounds.
No specific financial requirements outlined.
Absence of green procurement or social criteria.

Recommendations

1. Publish comprehensive tender documents detailing all qualification requirements, evaluation criteria, and terms and conditions.
2. Clearly define mandatory exclusion grounds and any financial robustness requirements for potential suppliers.
3. Consider integrating sustainability (environmental and social) criteria into the DPS qualification or subsequent mini-competitions.
