This programme is known as Project Gabriel. Current Context: The current GPA contracts are delivered under the Workplace Services Transformation Programme (WSTP) and have a contract value of approximately £500 million . The WSTP replaced GPA's inherited and tactical service contracts with a set of regionally disaggregated contacts, managed and integrated by the GPA with the support of a strategic delivery partner. Current Contracts: 1) A performance partner contract 2) Hard FM Contract North and Central 3) Hard FM Contract South and London 4) Soft FM North 5) Soft FM South 6) Soft FM Central 7) Soft FM London 8) Security Services (physical guarding) London 9) Security Services (physical guarding) Central 10) Security Services (physical guarding) South 11) Security Services (physical guarding) North GPA's current contracts expire in late 2028. Re-Procurement GPA is planning to re-procure these contracts in time for a contract mobilisation start date of Q4 2028 however it does have an option to further extend. The timelines detailed in this notice may be subject to change based on GPA's decision to exercise those options.

Tender Quality Score

This is a clear pre-procurement notice for significant FM/Workplace Services, providing good context for market engagement. However, it suffers from critical data inconsistencies, a lack of accessible documentation, and missing fundamental legal and evaluation details.

Score Breakdown

Legal Compliance50/100

The tender notice is in a 'planning' status, which explains some missing details. However, the absence of a defined procedure type is a fundamental legal gap. Critically, stating 'Over Sum Limit: No' for a contract with an approximate value of £500 million is a severe inconsistency that raises questions about compliance with procurement thresholds.

Missing procedure type
Inconsistent 'Over Sum Limit' declaration for a high-value contract
Clarity85/100

The description of the project, its context, and the current contract structure is very clear and unambiguous. The AI-extracted requirements are also well-documented and understandable for a planning notice, effectively communicating the scope and scale of the future procurement. The absence of evaluation criteria and performance conditions is expected at this early stage.

Completeness60/100

Basic information such as title, reference, organization, deadlines, and duration are provided. However, the tender lists 4 documents but states '0 with content/summaries', which is a significant lack of accessible information. The estimated value is classified, and evaluation criteria are missing.

No accessible content for listed tender documents
Estimated value is classified
Fairness65/100

The long lead time until the submission deadline (2028) is highly beneficial for market preparation, promoting fairness. The AI-extracted requirements appear generic for large-scale FM services, not overtly tailored to a specific company. However, the classified value, lack of accessible document content, and missing evaluation criteria reduce overall transparency and fairness for potential bidders.

Estimated value is classified
No accessible content for listed tender documents
Practicality60/100

Key practical details like contract start date and duration are clearly specified. However, information regarding electronic submission is not provided, and the lack of accessible document content hinders practical engagement for interested parties.

No information on electronic submission support
No accessible content for listed tender documents
Data Consistency40/100

There is a critical inconsistency where the 'Over Sum Limit' field is marked 'No', despite the description indicating a current contract value of approximately £500 million, which would undoubtedly exceed procurement thresholds. Additionally, 'Type', 'Procedure', and 'Liable Person' fields are unpopulated. Dates are logical and consistent.

Critical inconsistency between 'Over Sum Limit: No' and the £500M contract value
Missing key fields (Type, Procedure, Liable Person)
Sustainability20/100

The tender notice makes no mention of green procurement, social aspects, or innovation focus. This indicates a complete absence of sustainability considerations in the current planning stage.

No mention of green procurement criteria
No mention of social aspects

Strengths

Clear description of project scope and current contract structure
Long lead time for market preparation
Detailed AI-extracted technical and financial requirements for a planning notice
Clear contract duration and start date

Concerns

Critical inconsistency: 'Over Sum Limit: No' despite a £500M contract value
Missing fundamental legal details (procedure type)
No accessible content for the listed tender documents
Estimated value is classified, limiting transparency
Absence of sustainability, social, or innovation criteria

Recommendations

1. Correct the 'Over Sum Limit' field to accurately reflect the contract's estimated value and its implications for procurement thresholds.
2. Provide the intended procurement procedure type to guide potential bidders.
3. Publish preliminary market engagement documents or a detailed RFI to enhance transparency and provide content for listed documents.
