Tender Quality Score

This tender for Hard Facilities Management services is moderately well-structured with clear service descriptions and financial details, but is significantly hampered by the critical absence of explicit evaluation criteria and the lack of e-submission capabilities.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV code correctly, and there are no reported disputes. However, the critical absence of specified evaluation criteria and the missing tender reveal date are significant legal compliance shortcomings. The 21-day period for the initial Request to Participate is on the shorter side for a restricted procedure.

Missing evaluation criteria
Missing tender reveal date
Clarity65/100

The project description and the scope of required Hard Facilities Management services are very clear and detailed. The AI-extracted eligibility, technical, and financial requirements are also well-articulated. However, the complete absence of evaluation criteria makes it unclear how proposals will be assessed, which is a major clarity issue.

No evaluation criteria specified
Completeness65/100

The tender provides essential information such as title, reference, organization, detailed description, estimated value, duration, and deadlines. All required documents are indicated as available. The primary deficiency is the critical omission of evaluation criteria, which is fundamental for a complete tender package.

Missing evaluation criteria
Fairness55/100

The tender discloses the estimated value and the requirements appear generic, not tailored. However, the absence of explicit evaluation criteria severely compromises transparency and objectivity, impacting fairness. Additionally, the lack of e-submission capabilities creates an unequal playing field and hinders accessibility for potential bidders.

No evaluation criteria specified
No e-submission
Practicality60/100

Key practical details like contract start date and duration are clearly specified. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders. The absence of a direct document URL also slightly reduces practicality.

No e-submission
No explicit document URL
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent, with no reported disputes or suspensions. Minor inconsistencies include empty fields for "Liable Person" and missing codes for procedure type, along with the missing reveal date.

Empty "Liable Person" field
Missing procedure type codes
Sustainability20/100

The tender does not explicitly incorporate any green procurement, social criteria, or innovation focus within the requirements for the facilities management services. This represents a missed opportunity to leverage public procurement for broader sustainability objectives.

Not green procurement
No social criteria
