Original Tender Description

Lancashire County Council is leading the procurement of an open Flexible Agreement for the Provision of Fostering Agency Placements. This agreement, developed collaboratively by four councils, aims to improve the sufficiency of foster care placements and influence agencies to prioritise children from these authorities. The Flexible Agreement will be a list of approved Independent Foster Care Providers. Service Contracts can be awarded as call-off contracts. This procurement is subject to the Light Touch Regime. Providers can apply to join the Flexible Agreement if they meet the required criteria. The agreement will be open for new applications during the initial phase and then every three years. Successful applicants will be appointed as providers. The agreement may be used by listed Contracting Authorities and any successor council. It will be split into three Lots: Mainstream Foster Care, Enhanced Foster Care, and Step Down Foster Care. Estimated total value is between £375,000,000 and £415,000,000. Applicants must apply via the iSupplier portal.
