Original Tender Description

The V&A is seeking to appoint a single supplier for Hard Facilities Management (Hard FM) service delivery across its multisite estate, including: • V&A South Kensington • Young V&A • V&A East Storehouse • V&A East Museum - opening in East London, April 2026. The Contract for the delivery of Hard FM services will include but not be limited to the below services: • General Services • Mechanical Maintenance • Electrical Maintenance • Public Health Maintenance • Fabric Maintenance • Roof Maintenance • Life Safety - at V&A East Museum and V&A East Storehouse. Soft FM services are not within the scope of this contract and have been procured separately. We will therefore also not require Total FM services. This is a single contract to deliver Hard FM services only. Applicants must be able to deliver all services set out in this notice and the PQQ pack to be considered to be invited to tender. For more information, please log on to Delta and download the PQQ pack which includes our draft Scope of Service. Please note that the estimated value stated in this contract is inclusive of all options and extensions. This means it is based on the extended seven year term and includes some allowances for ad hoc services. The following organisation is carrying out part of the procurement on our behalf: Mortice Consulting Limited, company number 10639824, whose registered address is 26-28 Molesey Road, Hersham, Walton On Thames, Surrey, United Kingdom, KT12 4RQ. Their role in this procurement is assisting us with drafting procurement documentation and evaluating submissions from suppliers.

Tender Quality Score

This tender for Hard FM services at the V&A estate provides a clear service description but suffers from significant data inconsistencies, a narrow CPV code, and a critical lack of specified evaluation criteria, hindering transparency and fairness.

Score Breakdown

Legal Compliance60/100

The tender uses a 'Competitive flexible procedure' which is vague, and the assigned CPV code (Roof repair and maintenance work) is too narrow for the comprehensive Hard FM services required. Mandatory exclusion grounds are not explicitly stated in the AI summary.

Narrow CPV code (45261900) for broad Hard FM services
Vague procedure type ('Competitive flexible procedure')
Clarity50/100

While the service description is clear, the tender lacks specified evaluation criteria. There are also significant inconsistencies regarding contract duration, submission deadline, and whether the contract is for a single supplier or divided into parts.

No specified evaluation criteria
Inconsistencies in contract duration (60 months vs. 7 years)
Completeness45/100

Basic information is present, but the actual tender documents (PQQ pack, Scope of Service) are not provided for analysis. Crucially, evaluation criteria are missing, and there are inconsistencies in key fields like duration and deadline.

No access to full tender documents (PQQ, Scope of Service) for analysis
Missing evaluation criteria
Fairness55/100

The absence of specified evaluation criteria is a major fairness concern, as it prevents objective assessment of bids. While requirements appear generic, the lack of full document access for this analysis and conflicting information on e-submission raise questions.

No specified evaluation criteria
Lack of full document access for analysis (documents not provided)
Practicality60/100

The tender provides a contract start date and estimated value. However, there's a contradiction regarding e-submission (Delta portal vs. 'No e-submission' flag), and no direct document URL is provided, which could impact ease of access.

Contradiction on e-submission support
No direct document URL provided
Data Consistency35/100

This category shows significant weaknesses due to multiple direct contradictions: contract duration (60 months vs. 7 years), submission deadline (March 31 vs. April 1), and contract structure ('Divided into Parts' vs. 'single supplier').

Inconsistent contract duration (60 months vs. 7 years)
Conflicting submission deadlines (2027-03-31 vs. 2027-04-01)
Sustainability20/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus, indicating a lack of integration of sustainability criteria.

No green procurement criteria mentioned
No social criteria mentioned

Strengths

Clear description of required Hard FM services
Estimated value is disclosed
Basic organizational and tender information is provided
Use of an e-procurement portal (Delta) for PQQ access
No indication of requirements being tailored to a specific company

Concerns

Absence of specified evaluation criteria
Significant inconsistencies in contract duration, submission deadline, and contract structure
CPV code is too narrow for the comprehensive scope
Lack of access to full tender documents (PQQ, Scope of Service) for analysis
No explicit mention of sustainability, social, or innovation aspects

Recommendations

1. Publish comprehensive tender documents, including detailed and objective evaluation criteria.
2. Rectify all data inconsistencies, particularly regarding contract duration, submission deadline, and contract structure.
3. Update the CPV code to accurately reflect the full scope of Hard FM services.
