Tender Quality Score

This tender for a West Africa Representative is generally well-structured with clear objectives, but lacks specific financial and submission details, and has a potentially short deadline. Sustainability aspects are not explicitly addressed.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including a clear CPV code and a defined procedure. However, the deadline of July 31, 2026, for a contract starting on the same date is exceptionally short and raises concerns about reasonable timelines. The absence of explicit dispute information is positive.

Submission deadline may be too short relative to contract start date.
Clarity80/100

The description of the required services for a West Africa Representative is clear, outlining the need for marketing, promotional, and back-office support. The eligibility and technical capability requirements are also reasonably well-defined, specifying the scope of activities and the desired operational model.

Completeness70/100

Key information such as the title, reference, organization, and CPV code are present. The contract duration and start date are specified. However, the estimated value is classified and not disclosed, and there is a lack of detail regarding specific submission requirements and financial criteria, impacting overall completeness.

Estimated value is not disclosed.
No specific submission requirements detailed.
Fairness85/100

The tender promotes fairness by providing access to documents and disclosing the organization. The criteria for eligibility and technical capability are objective. The use of a competitive flexible procedure suggests an open process. The lack of disclosed value is a minor concern for transparency.

Practicality65/100

The tender specifies a contract duration and start date. However, it does not explicitly mention e-submission, a document URL for access, or financing information, which could hinder practical application for potential bidders. The short timeframe between the deadline and start date also impacts practicality.

No explicit mention of e-submission.
No document URL provided.
Data Consistency90/100

Key fields such as title, reference, organization, CPV, and deadlines are populated. There are no reported disputes or suspensions. The dates provided are logical, although the proximity of the submission deadline to the contract start date is a point of note.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. This suggests a lack of focus on sustainability criteria within the procurement process.

No green procurement criteria specified.
No social criteria specified.

Strengths

Clear description of services and objectives.
Well-defined eligibility and technical capability requirements.
Appropriate CPV code provided.
Competitive flexible procedure indicated.

Concerns

Potentially insufficient time between submission deadline and contract start date.
Estimated value is classified and not disclosed.
Lack of specific submission and financial requirements.
Absence of explicit sustainability criteria.

Recommendations

1. Clarify the estimated value of the contract.
2. Provide more detailed submission and financial requirements.
3. Review and potentially extend the submission deadline to allow adequate time for preparation and contract commencement.
