Tender Quality Score

This tender provides a clear service description but suffers from critical deficiencies in document availability, evaluation criteria, and comprehensive requirements, significantly impacting fairness and completeness.

Score Breakdown

Legal Compliance70/100

The procedure type is clearly defined, and the submission deadline is reasonable (17 days). However, the CPV code is not optimally precise for certification services, and the AI summary indicates a lack of explicit mandatory exclusion grounds and financial requirements, which are typically legal necessities.

CPV code (79993000) is broad for certification services
No specific mandatory exclusion grounds mentioned (as per AI summary)
Clarity60/100

The description of the required services and their scope is clear and unambiguous. However, the absence of specified evaluation criteria, mandatory exclusion grounds, and financial requirements for bidders (as per AI summary) significantly reduces the overall clarity for potential suppliers.

No evaluation criteria specified
Missing mandatory exclusion grounds and financial requirements for bidders
Completeness50/100

While basic information like title, reference, organization, value, and duration are provided, the critical issue is the complete absence of content from the actual tender documents. This, coupled with missing evaluation criteria, mandatory exclusion grounds, and financial requirements, renders the tender highly incomplete.

No tender document content available
Missing evaluation criteria
Fairness40/100

Fairness is severely compromised by the lack of access to actual tender documents and the explicit absence of evaluation criteria. The lack of e-submission also creates potential barriers to equal access, although the requirements themselves do not appear tailored.

No tender document content available
No evaluation criteria specified
Practicality60/100

Key practical information such as contract start date and duration is available. However, the absence of e-submission and the lack of detailed financial requirements for bidders (as per AI summary) reduce the practicality for potential suppliers to prepare and submit comprehensive bids.

No e-submission option
Missing detailed financial requirements for bidders
Data Consistency90/100

The provided data is largely consistent and logical, with dates aligning well. The only minor inconsistency is the unpopulated 'Liable Person' field.

Liable Person field is empty
Sustainability50/100

The tender's subject matter, ISO 14001 certification, inherently promotes environmental management. However, the procurement process itself does not explicitly incorporate additional green, social, or innovation criteria for supplier selection, representing a missed opportunity to enhance sustainability beyond the service itself.

No explicit green procurement criteria for supplier selection
No social criteria mentioned

Strengths

Clear service description and scope
Basic tender information (title, reference, organization, value, duration) is well-defined
Open procedure type promotes competition
No disputes or suspensions recorded

Concerns

Critical: No actual tender document content available
Critical: Absence of specified evaluation criteria
High: Missing mandatory exclusion grounds and financial requirements for bidders
CPV code is not the most precise for certification services
No electronic submission option

Recommendations

1. Ensure all tender documents are accessible and contain comprehensive information, including detailed evaluation criteria, mandatory exclusion grounds, and financial requirements.
2. Consider implementing e-submission for improved efficiency and accessibility for bidders.
3. Review and update the CPV code to more accurately reflect 'certification services' or 'environmental management services'.
