Biomass (wet weight) is required for all enumerable taxa. Data matrices must be sent via email, and species names must be run through the WoRMS ‘Match Taxa’ tool. Quality assurance includes independent QA of 10% of samples. Deliverables include audited data matrices, reference specimens, and QC logs. Primary analysis by 4th September 2026, fully AQC’d data by 2nd October 2026.

Tender Quality Score

This tender is well-structured with clear technical requirements and a defined scope. However, it lacks explicit evaluation criteria and details on the submission process, impacting overall legal compliance and practicality.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to legal requirements with a clear CPV code and a defined procedure. However, the absence of explicit evaluation criteria and a missing reveal date are notable omissions that could affect legal compliance and fairness in the evaluation process. The deadline, while active, is relatively short given the complexity of the requirements.

Missing evaluation criteria
Missing reveal date
Clarity80/100

The description of the required services is highly detailed and specific, referencing established protocols (NMBAQC) and tools (WoRMS). Requirements for data processing, identification, biomassing, and quality assurance are clearly articulated. The inclusion of Annex 1 (though not provided) and links to external resources further enhances clarity.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and start date. However, the lack of content for the attached tender documents is a significant gap. While the description is thorough, the absence of explicit evaluation criteria means a key component of a complete tender is missing.

No document content available
Fairness85/100

The tender appears fair, with a disclosed value and objective technical criteria based on established industry standards (NMBAQC). The requirements are detailed but do not seem to be tailored to specific companies. The open competition procedure and clear scope contribute to fairness. The lack of explicit evaluation criteria is a minor concern.

Practicality65/100

The tender specifies e-submission is not explicitly mentioned, and the lack of document content makes it difficult to assess the full submission process. While a contract start date and duration are provided, the financing information is not detailed. The reliance on external portals and specific software (Marine Recorder Online) requires the supplier to have compatible systems.

No e-submission mentioned
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start, duration) are logically sequenced, and the CPV code is appropriate for the service described.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. While the nature of the service (environmental monitoring) has inherent ecological benefits, these are not framed as specific sustainability criteria within the tender itself.

Not green procurement
No social criteria

Strengths

Highly detailed technical requirements based on established protocols
Clear scope of work and deliverables
Disclosed estimated value and contract duration
Appropriate CPV code

Concerns

Missing evaluation criteria
No document content available
Short submission deadline relative to complexity
Lack of explicit e-submission process

Recommendations

1. Provide clear evaluation criteria to ensure a transparent and fair selection process.
2. Upload the full tender documentation with accessible content.
3. Consider extending the submission deadline to allow bidders adequate time for preparation.
