Original Tender Description

Dynamic Purchasing System (DPS) for the Business Model Innovation team. The team have seen an increase in demand for projects over the last two years and are looking for external support for projects we do not have the capacity to cover. Although the ESC has existing procurement frameworks they are not entirely fit for purpose for this kind of work because: • they are more expensive to contract then our commercial day rate meaning outsourcing decisions do not stack up commercially • we lose control of the ESC process and experience for partners • any insights or relationships developed can be lost to the 3rd party due to a lack of ESC involvement. While we know that projects will be coming over the next 2 years that we will need extra support, there are some limitations to consider: • Innovator projects often have very short lead times due to the way they are funded and administered, and we need to be able to bring in additional support in quickly (max lead time of a month) • We don't officially know the full scope of each project as that will be agreed by an Incubation / Acceleration Manager • We don't have a ready made list of resources to call upon so we need some way to recruit and validate a shortlist of suitable contractors that we could call upon in future (an RFI or some form of recruitment process) The ultimate aim is to get to a new preferred list of partners we can use that meet the requirements of the Business Model Innovation team. The Catapult is now seeking to set up a DPS framework to primarily support the BMI team and other ESC projects and teams in the future. Should you wish to apply to join the DPS and or have require more details regarding the BMI DPS please send an email to: procurement@es.catapult.org.uk And in the subject line please enter "BMI DPS Application" and you will be sent an application pack which has everything you need to review and decide if you meet the minimum criteria to be able to join 1 or more Lots. All communication should be marked in the subject line with "BMI DPS Application" if emails etc are not clearly marked they may be ignored and or delete without being read. Please note this is not a "Tender" process so there is no bid submission deadline to meet. This is an application process and you may apply to join any of the Lots throughout the life of the DPS.

Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) to procure external support for Business Model Innovation projects. While the rationale for a DPS is well-articulated, the initial tender notice lacks comprehensive documentation, requiring interested parties to request an application pack via email, which reduces transparency.

Score Breakdown

Legal Compliance100/100

The use of a DPS is generally compliant with procurement regulations for flexible, ongoing procurement. However, the initial notice defers critical legal information, such as mandatory exclusion grounds and detailed evaluation criteria, to an application pack, which is not immediately accessible.

Mandatory exclusion grounds not immediately available
Detailed evaluation criteria for joining the DPS not provided upfront
Clarity40/100

The tender clearly outlines the purpose, challenges, and benefits of establishing the DPS. However, the specific requirements for joining the DPS are high-level, with crucial details deferred to a separate application pack, impacting immediate clarity for potential bidders.

Specific eligibility and financial requirements are not detailed in the initial notice
Evaluation methodology for joining the DPS is not clear
Completeness75/100

The initial tender notice is significantly incomplete, lacking essential documents and detailed information. Key elements like full mandatory exclusion grounds, comprehensive eligibility and financial requirements, and evaluation criteria are deferred to an application pack that must be requested.

No documents attached to the tender notice
Mandatory exclusion grounds are not fully specified
Fairness80/100

The requirement to email for an application pack creates a slight barrier to entry and could lead to inconsistencies in information dissemination. While the requirements for competitive rates, integration, and IP retention are stringent, they appear to be driven by the contracting authority's operational needs rather than tailoring for a specific company.

Requirement to email for application pack may create an unnecessary barrier to entry
Practicality20/100

The choice of a Dynamic Purchasing System is highly practical for addressing the stated needs of short lead times, dynamic project scopes, and the continuous need for a validated pool of external support. The requirements for quick response and integration are also practical for the client's operational model.

Data Consistency100/100

The information provided within the tender notice is internally consistent, with the description aligning with the extracted requirements. The automated checks regarding missing documents are consistent with the stated process of requesting an application pack.

Sustainability25/100

The tender notice does not include any explicit environmental, social, or ethical considerations. This represents a missed opportunity to integrate sustainability principles into the procurement process, especially given the nature of the contracting authority.

Absence of green procurement criteria
Absence of social criteria

Strengths

Clear articulation of the problem statement and the strategic rationale for using a DPS.
The DPS model is well-suited for the stated needs of short lead times and dynamic project scopes.
Emphasis on retaining control, partner experience, and intellectual property for the contracting authority.
Focus on achieving competitive commercial day rates.
Long submission deadline provides ample time for interested parties to engage.

Concerns

Lack of immediate access to comprehensive tender documentation, requiring an email request, which reduces transparency.
Absence of detailed mandatory exclusion grounds, eligibility criteria, financial requirements, and evaluation criteria in the initial notice.
Missing key information such as the expected duration of the DPS and specific location details.
No explicit mention or integration of sustainability or social responsibility criteria.
The 'Restricted procedure' classification might be confusing given the continuous entry nature of a DPS.

Recommendations

1. Make the full application pack directly downloadable from the tender portal to enhance transparency and ease of access.
2. Provide more detailed information on mandatory exclusion grounds, eligibility, financial, and evaluation criteria directly in the initial tender notice.
3. Include information on the expected duration of the DPS and any specific geographical requirements.
