Original Tender Description

The Council is inviting contractors to join a Dynamic Purchasing System (DPS) for the Provision of Domiciliary Care Services in Powys. The initial period for the DPS was 10 years, with an option to extend for a further 5 years. However with the introduction of new Procurement Act 2023, there is a requirement for DPS's established under PCR2015 to end by 24th February 2029. The DPS has been paused for a period of review which is now complete and the Council is re-opening the DPS for providers to apply to join. The Council will assemble and maintain an approved list of contractors for the Provision of Domiciliary Care. Providers are required to be registered with the Care Inspectorate Wales (CIW) to provide domiciliary support services in the Powys regional partnership area. The DPS will remain open so new providers can complete the Pre-Qualification Questionnaire. The DPS and proposed Lots within it: Lot 1: Sessional Domiciliary Care Lot 2: Live in Care Lot 3: Powys Teaching Health Board Providers can bid for one or more Lots. Existing DPS providers are not required to re-apply

This tender for a Dynamic Purchasing System (DPS) for domiciliary care services in Powys is generally well-structured, with clear objectives and a substantial estimated value. Key areas for improvement include the availability of document content and the specification of evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by specifying a CPV code and using a restricted procedure. The mention of the Procurement Act 2023 and the end date of 24th February 2029 indicates awareness of regulatory changes. However, the absence of explicit evaluation criteria and a missing reveal date are minor compliance gaps.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the DPS, its purpose, and the proposed lots is clear. The eligibility requirement for registration with the Care Inspectorate Wales is well-defined. The DPS remaining open for new providers to apply is also clearly stated.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and CPV code. The submission deadline is provided. However, the lack of content for the tender documents and missing contract duration information detract from completeness.

No document content available
Fairness85/100

The DPS model, by remaining open for new providers to apply, promotes fairness. The division into lots allows for specialized bidding. The requirement for existing providers not to re-apply is a practical consideration for an established DPS. The criteria for joining are objective (CIW registration).

Practicality65/100

The tender specifies e-procurement and the DPS remaining open, which are practical features. However, the absence of a direct document URL and explicit financing information reduces practicality. The contract start date is not specified, and the duration is impacted by the regulatory end date.

No e-submission (implied, as no URL provided)
Missing contract duration (explicitly)
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadline are populated. There are no reported disputes or suspensions. The dates provided are logical within the context of a DPS. The estimated value is substantial and clearly stated.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender details. This suggests a lack of focus on these important sustainability criteria.

Not green procurement
No social criteria

Strengths

Substantial estimated value disclosed
E-procurement characteristic noted

Concerns
