Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for highways materials, offering a long-term opportunity for suppliers. However, the complete absence of detailed tender documents and specific requirements significantly compromises transparency and fairness.

Score Breakdown

Legal Compliance100/100

The use of a DPS is a legally recognized procurement tool. However, the lack of specific mandatory exclusion grounds, detailed financial requirements, and explicit quality standards in the provided information raises concerns regarding full compliance with procurement regulations, which typically mandate clear and comprehensive criteria.

No specific mandatory exclusion grounds detailed.
Absence of specific financial requirements.
Clarity40/100

The overall purpose of the DPS and its division into product lots are clear. However, the absence of any actual tender documents means that detailed requirements, application instructions, and evaluation criteria are entirely missing, leading to significant ambiguity for potential suppliers.

Lack of detailed application instructions.
Absence of specific technical specifications and quality standards.
Completeness83/100

This tender is critically incomplete due to the stated absence of any attached documents. Key information such as detailed mandatory exclusion grounds, financial requirements, technical specifications, quality standards, evaluation criteria, and contract terms are entirely missing from the provided extract.

No tender documents attached or content available.
Missing detailed mandatory exclusion grounds.
Fairness80/100

While a DPS inherently promotes fairness by allowing continuous market access, the lack of detailed requirements and transparent evaluation criteria could lead to subjective admission decisions. This absence of clear rules may undermine the principle of equal treatment among potential suppliers.

Potential for subjective admission decisions due to missing evaluation criteria.
Lack of transparency regarding the assessment process.
Practicality40/100

The DPS model is practical for ongoing procurement of common materials. However, the complete lack of detailed information and documents makes it highly impractical for suppliers to prepare a compliant and competitive application, as they lack the necessary specifics to demonstrate capability effectively.

Impractical for suppliers to prepare applications without detailed requirements.
Unclear how 'capability' and 'quality standards' will be assessed without defined criteria.
Data Consistency100/100

The provided information is largely consistent within itself. The only minor inconsistency is the listing of 'Restricted procedure' as the type, while the description clearly outlines a 'Dynamic Purchasing System (DPS)', which is a distinct procurement technique.

Minor inconsistency between 'Restricted procedure' type and 'Dynamic Purchasing System' description.
Sustainability0/100

The tender information does not include any specific requirements or considerations related to environmental sustainability, social aspects, or innovation. This represents a missed opportunity for a significant, long-term public contract to drive broader public policy objectives.

No green procurement criteria.
No social criteria.

Strengths

Utilizes a Dynamic Purchasing System (DPS) for flexible market access.
Clear division of procurement into distinct product lots.
High estimated value and long contract duration offer significant opportunity.

Concerns

Complete absence of tender documents and detailed content.
Lack of specific mandatory exclusion grounds, financial requirements, and technical standards.
Missing clear evaluation criteria for admission to the DPS.
Insufficient detail on the application and admission process.
No integration of sustainability, social, or innovation criteria.

Recommendations

1. Immediately publish comprehensive tender documents detailing all requirements, evaluation criteria, and terms and conditions.
