Tender Quality Score

This tender establishes a Dynamic Purchasing System for digital connectivity services, focusing on mobile coverage and performance, with an estimated value of €15 million over 60 months. While the DPS structure promotes agility and innovation, the provided information is critically incomplete, lacking essential tender documents, detailed requirements, and evaluation criteria.

Score Breakdown

Legal Compliance100/100

The tender outlines a Restricted Procedure for DPS qualification, which is a valid procurement approach. However, the absence of specific mandatory exclusion grounds and detailed financial requirements raises concerns about full compliance with public procurement regulations, which typically mandate these elements. The lack of any attached documents makes it impossible to fully assess legal compliance.

Absence of specific mandatory exclusion grounds.
Lack of detailed financial requirements (e.g., minimum turnover, insurance levels).
Clarity40/100

The overall purpose and structure of the DPS, including the three service categories, are reasonably clear from the description. However, the lack of detailed requirements and any supporting documents means that the specifics of what is expected from bidders for qualification are highly ambiguous.

Ambiguity regarding detailed technical and financial requirements due to missing documents.
Lack of clarity on the specific evaluation criteria for DPS qualification.
Completeness83/100

This is the most significant weakness. The tender information provided is severely incomplete. The complete absence of any attached documents, detailed mandatory exclusion grounds, specific financial requirements, and evaluation criteria means that bidders cannot fully understand the scope, expectations, or qualification process.

No tender documents attached or available.
Missing specific mandatory exclusion grounds.
Fairness80/100

The broad and general nature of the eligibility and technical capability requirements, coupled with the complete absence of detailed criteria and documents, could inadvertently create an uneven playing field. Without clear, objective standards, the qualification process might lack transparency and could be perceived as subjective. There is no explicit evidence of tailoring, but the lack of detail makes it hard to assess.

Potential for subjective evaluation due to missing detailed criteria and documents.
Lack of transparency in the qualification process without clear evaluation criteria.
Practicality40/100

The concept of a DPS for these services is practical for achieving agility and innovation. However, the current state of the tender information makes it impractical for potential bidders to prepare a comprehensive and compliant application. The absence of documents means bidders cannot access essential information to understand the full scope or requirements.

Bidders cannot adequately prepare applications without access to tender documents.
The lack of detailed requirements makes it difficult for bidders to assess their suitability accurately.
Data Consistency100/100

The provided basic information (title, reference, organization, value, duration, CPV) appears consistent. However, the lack of detailed content prevents a thorough check for consistency between different sections of requirements or with any hypothetical tender documents.

Limited scope for consistency checks due to missing detailed content and documents.
Sustainability25/100

The tender description does not include any explicit mention of green procurement or social criteria, which are increasingly important aspects of modern public procurement. The automated check also flagged this.

No explicit mention of green procurement criteria.
No explicit mention of social criteria.

Strengths

Utilizes a Dynamic Purchasing System (DPS) for flexibility and innovation.
Clear identification of three distinct service categories/lots.
Significant estimated value and contract duration, indicating a substantial opportunity.
Focus on 'Innovation Focus' as a characteristic.

Concerns

Critical absence of any attached tender documents.
Missing specific mandatory exclusion grounds and detailed financial requirements.
Lack of explicit evaluation criteria for DPS qualification.
General and broad nature of eligibility and technical requirements, potentially leading to subjectivity.
No mention of green or social procurement criteria.

Recommendations

1. Immediately publish all essential tender documents, including detailed instructions, full terms and conditions, and specific technical specifications for each category.
2. Clearly define and publish specific mandatory exclusion grounds and detailed financial requirements (e.g., minimum turnover, insurance levels).
3. Provide explicit and objective evaluation criteria for the DPS qualification stage to ensure fairness and transparency.
