Ce projet s'inscrit dans le cadre du plan stratégique d'Infrabel visant à supprimer les passages à niveau. Il s'inscrit également dans la vision globale de la mobilité tant de la commune de Dendermonde que d'Infrabel. Il a été décidé de supprimer le passage à niveau n° 65 existant sur la ligne ferroviaire L53 et de le remplacer par un tunnel destiné au trafic agricole à hauteur de la Paalstraat et de la Bosstraat.
